PURPOSE:
Obtain an information base for use by members, with a view to developing a possible pathway for
on-boarding local governments into this new technology space, and strategies for supporting them in a cost efficient and effective way.
SCOPE:
Note: Local governments are likely to need to consider both physical infrastructure and digital readiness (including data) for Connected and Automated Vehicles (CAVs). A parallel project with expected completion April 2023, CAV6383 Minimum Requirements for Traffic Signs, Traffic Signals and Line Markings. focuses on a key area of physical infrastructure and is intended to provide a snapshot of works on static and electronic traffic signs, signals and line markings that have been conducted in Australia, New Zealand and internationally to prepare for Connected Automated Vehicles (CAVs). This project (CAV6382) should complement CAV6383, including through consideration of digital and data aspects.
• Consider the requirements for local governments within the emerging data ecosystem for CAVs, including what data local governments may need to collect and provide and the associated methods and quality requirements
• Consider also other potential requirements on local governments, noting the intent for this project to draw upon rather than duplicate work within CAV6383
• Determine with local government stakeholders and Austroads the types of resources that would best assist them; example tools or products include:
○ capability model
○ readiness assessment
○ target state, current state and gap assessment
○ toolkit
○ case studies
• Agree with local government stakeholders and Austroads the priority resources to developed within this project
• Develop the agreed resources using Austroads formats (e.g. Research Report if applicable) and to Austroads’ quality standards
○ The developed resources are expected to be relevant to the differing needs of different local governments
• Additionally, identify supporting or coordinating actions by Austroads and others that may meaningfully assist local governments, with a preference for lower-cost actions
DELIVERABLES:
This project is expected to produce the following deliverables:
• Project Plan supported by stakeholder engagement and data management plans (Phase 1),
• Updated Project Plan and updated stakeholder engagement and data management plans (Phase 4),
• Draft Research Report chapters establishing the needs and priorities of local governments (Phase 2),
• Proposal for priority actions to be delivered within the project (Phase 3),
• Draft and Final Research Report including draft chapters developed earlier, low-cost supporting or coordinating actions as well as those priority actions appropriately addressed within this format,
• Draft1 and Final outputs for priority actions not appropriately addressed within a Research Report format,
• Project data and associated metadata, and
• Internal presentations and project management outputs as required.
Also included as part of this tender are the following documents:
• Writing & Format Requirements for Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
All submissions are to be submitted as a PDF at a maximum size of 10MB.
All submissions are to include a completed Tender Proposal Coversheet.
