Tender Details
Purpose:
The purpose of this project is to to investigate options and provide a recommended approach for the development and ongoing hosting of an Australia-New Zealand tool to estimate, track and report greenhouse gas emissions and recycled material use associated with infrastructure construction and maintenance activities. The purpose of such a tool would be to:
• enable effective consideration of embodied carbon impacts in options assessment and business cases
• provide a means of measuring (and incentivising) contractors’ performance in terms of emissions reduction and recycled content
• facilitate reporting of agencies’ scope 3 emissions in a credible and comparable way that meets recognised standards for sustainability reporting.
• facilitate measurement and reporting of recycled materials used in infrastructure construction and maintenance activities (as a percentage of total material use).

Scope:
The project is split into 2 stages. This brief is for Stage 1 only.
Stage 1
• Undertake consultation with infrastructure agencies - including facilitating road-testing of Transport for NSW’s updated Carbon Estimating and Reporting Tool (CERT) – to:
o determine if the tool could, with some modification to emissions factors, Business-as-Usual assumptions etc, meet agencies’ needs for carbon and recycled content measurement and reporting
o identify desired scope, inputs, functionality and format of an updated & expanded tool (ie an Australia-New Zealand Carbon and Recycled Material Estimating and Reporting Tool), as well as desirable/ undesirable outcomes in terms of interaction/ compatibility with existing tools
• Identify and evaluate possible hosting, data storage and maintenance arrangements, estimate likely upfront and ongoing costs, and recommend a preferred approach
• Following direction from Austroads on the preferred approach, develop an agreed specification for further updates to the CERT to achieve the desired outcomes
Stage 2 (**not part of this project**)
• develop the Australia-New Zealand Carbon and Recycled Material Estimating and Reporting Tool (and built-in guidance) based on the specification delivered in Stage 1
• undertake a pilot, then refine the tool and guidance following feedback
• launch the tool and run webinar(s) to build industry capacity to use the tool.

Deliverables:
This project (Stage 1) will produce the following deliverables:
1. Data management plan, setting out how data collected throughout the project will be managed (including records of stakeholder engagement, cost estimates etc)
2. Interim report including a summary of stakeholders consulted and the feedback received (e.g. whether a tool based on the TfNSW CERT would meet user needs, additional desired functionality/ scope/ inputs, preferred format, desirable/undesirable outcomes in terms of interaction/ compatibility with other tools etc)
3. Full report, including as a minimum:
• Summary of stakeholders consulted, and the feedback received
• Overview of possible options identified for the tool in terms of format (e.g. web-based vs excel based tool), hosting and data storage (e.g. Austroads, ISC, individual agencies), and ongoing maintenance & support
• Assessment of possible options (including estimated upfront and ongoing costs, advantages/disadvantages, risks and constraints)
• Recommended approach for the development, hosting, and maintenance of the tool
4. Specification for the tool, including (if required) development of secondary tools to allow for data aggregation, analysis and reporting. The specification should establish clear requirements for the tool’s scope, inputs, functionality and format, as well as envisaged hosting, data storage and maintenance arrangements.
5. Project data with populated metadata spreadsheet.

• Writing & Format Requirements for Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
