PURPOSE:
The purpose of this project is to deliver best practice guidance on the planning processes for pedestrian infrastructure, incorporating movement and place principles.

SCOPE:
This project will require consultants to:
• Analyse the evolving needs of pedestrian planning (noting that walking is part of every journey), including:
o the need to share corridors, road space and infrastructure with other activities and journeys – including people riding bicycles and using micromobility devices;
o planning for pedestrians who use mobility devices such as wheelchairs and mobility canes; and
o changes to Australian Standards, in particular the AS 1742 series, which affect the provision, design and operation of pedestrian crossings, facilites and street environments.
• Review national and international experience and innovations to help define best practice.
• Consult with subject matter experts, including government and non-government, to collectively define best practice.
• Review and update the guidance on pedestrian planning contained in the Austroads Guide to Traffic Management (AGTM). This will incorporate case studies and include guidance on:
o developing network-wide pedestrian strategies and plans which includes the practical application of movement and place principles.
o selecting best practice treatments for pedestrians to access local destinations - acknowledging changing work patterns and locations and supporting pedestrian access for retail, school and other local trips
o education or communication strategy to support the implementation of the pedestrian strategies to plans.
o appropriate signs and line markings to support any treatments as part of the pedestrian strategies or plans.
• Recommend changes to Australian Standards (e.g. new roads signs or pavement markings) or the Australian Road Rules, if required
• Reference recommendations which could be used to inform future revisions of the Austroads Guide to Road Design.
Austroads will provide some assistance with consultation with member agencies, such as access to forums including the Network Task Force and the Road Design Task Force (and their supporting Technical Reference Groups) and the MS-012 Standards Australia Committee. Austroads will also provide some of the relevant documentary inputs, such as recent Austroads research reports.
