Purpose:

Austroads seeks responses from appropriately experienced service providers to:
• Design, develop and provide technical guidance and supporting artefacts using a risk based management framework to support transport managers to safely, efficiently and effectively prepare, respond, operate and re-open transport networks impacted by flooding and wet weather events.

Deliverables:

This project is expected to produce, at a minimum, the following deliverables:

Phase 1:
1. Project Management Plan and associated artefacts.
2. Stakeholder Analysis and Engagement Plan.
3. Research Plan.
4. Project Data Management Plan.
5. Full proposed Austroads Guide structure, noting additional considerations concerning usability and utility.

Phase 2:
1. Draft Austroads Guide with complete chapter to fulfill Phase 2.

Phase 3:
1. Draft Austroads Guide with complete chapter to fulfill Phase 3:
a. Includes case studies on risk management of wet weather and flooding events in different environments.

Phase 4:
1. Final Austroads Guide with complete chapters to fulfill Phase 3 and address feedback from the multi-stage review process for Phases 1 and 2.
2. Consultant's report to become Austroads Guide: Operating transport networks during flooding and wet weather events. Guide to include supplementary appendices:
a. Module 1: Principles,
b. Module 2: Best Practice and Case Studies, and
c. Module 3: Recommended changes to Austroads Guide Content.
3. Standalone technical guidance with associated artefacts for implementation
4. All project data provided as a project deliverable with descriptive metadata for each dataset, following the attached metadata template.
5. Development of webinar slide deck, webinar delivery and addressing any outstanding webinar Q&As.
6. Changes recommended to Austroads Guide to Traffic Management (AGTM) or Austroads Guide to Road Design (AGRD) are compliant with AGTM and AGRD sections.
7. Develop and finalise Project Data Metadata Register.

Also included as part of this tender are the following documents:

• Writing & Format Requirements for Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
