Purpose/Objective:
Austroads seeks responses from appropriately experienced service providers to complete development and publication of an updated Austroads-23 classification scheme within an updated classification scheme framework.
The objective of this project is to support road managers to obtain accurate insights into current usage of their networks for a range of different vehicle types, including the utilisation of evolving data collection technologies. The document will be structured to provide specific, clear and evidence led guidance for a range of users seeking to improve visibility of network usage for a variety of vehicle types. The guidance should be fit for purpose for practitioners in Australia and New Zealand.
Scope:
The project will involve research, investigation, consultation and analysis activities to inform the development of the updated version of the Austroads CORE classification scheme Guideline, associated research report and image library along with supporting project planning, management and control.
The package includes both vehicle and non-vehicle aspects. For vehicle aspects, the assumed sensing modality is the currently widely deployed (across Australia and New Zealand) models of axle-based measurement devices used both on permanent and temporary bases. For active transport aspects, the assumed sensing modality is automated image processing and analysis.
The Austroads core classification scheme Guideline document will be supported by a research report and image library. The research report will be structured to provide specific, clear and evidence led principles and guidance for a range of users seeking to implement and utilise the updated classification scheme. The image library deliverable will provide labelled images to support both the definitions of classes and labels within the classification scheme and to assist the training of models to undertake the classification task
Deliverables:
This project will produce the following deliverables:
Phase 0: Pre-commencement
• Finalised Statement of Works
Phase 1: Inception and Planning
• Project Management Plan
• Stakeholder Analysis and Engagement Plan
• Project Data Management Plan
Phase 2: Main Works
• The Consultant shall design a suitable methodology to undertake the research, analysis, engagement, documentation and drafting necessary to deliver upon the project scope.
Phase 3: Reporting and Dissemination
• Austroads core classification scheme Guideline
• Research report
• Interim image library
• Webinar and subsequent questions addressed
• Project data with populated metadata spreadsheet
