Corporate Review of the Pacific Islands Forum Secretariat (Re-advertised)
Background
1. Established in 1971, the Pacific Islands Forum grouping and its Secretariat bring Pacific countries together to work for their common good. Since the endorsement of the Framework for Pacific Regionalism (FPR) by the Pacific Islands Forum in July 2014, its Secretariat has focused its operations on making Pacific regionalism work through the principles espoused in the FPR. This includes an active, inclusive policy process with Leaders at its centre, and providing high‐quality, influential and timely policy advice on regional issues to Leaders, Members and the wider public.
2. The Secretariat's policy development, implementation and engagement function requires a "fit-for-purpose" robust and responsive Corporate Service which supports the Secretariat in the fulfilment of its mandate to its 18 strong Pacific Island Forum Member States.
3. At their meeting in November 2018, the Forum Officials' Committee, which provides oversight and governance of the Pacific Islands Forum Secretariat, accepted a recommendation from its Audit and Risk Sub-Committee for a broad review of the structure of the Executive and Senior Management team. In response to this decision, the Secretariat proposes to respond to this recommendation in two distinct phases:
i.) Phase 1: Review of Corporate Services; and
ii.) Phase 2: A broader review of the structure of the SMT (flowing on from the findings of the Corporate Review).
This activity will focus on Phase 1 above.
Purpose
4. The main purpose of the review is to:
(i) Assess Corporate Services' management and reporting lines, its structure, its relationship with the various other units in the Secretariat, its current business model, its process decision points and general "fitness for purpose and role" to consider how it should be adapting to the Secretariat's changed business model and changing operating environment;
(ii) Identify strengths, weaknesses and priority areas requiring improvement or strengthening, as well as any identified gaps that need addressing through stronger process orientation with less reliance on individuals;
(iii) Provide insights and recommend strategic directions to better enable Corporate services and support to respond to both internal and external clients of the Secretariat; as well as likely challenges that may emerge in the short to medium term; and
(iv) To ensure that the structure of Corporate Services relies on processes rather than key individuals in meeting its core responsibilities.
Scope of Work
To provide a Corporate Review of the Pacific Islands Forum Secretariat as per specifications set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.
