REQUEST FOR TENDER (OPEN TENDER)
DESIGN & LAYOUT/WEB CONSULTANT
1. BACKGROUND
1.1 Pacific Island Forum Secretariat (PIFS) is implementing Outcome 3 of the Pacific Partnerships to end violence against women and girls (PPEVAWG) funded primarily by the European Union. The key objective of PIFS component is to empower national and regional civil society organizations (CSOs) to advocate, monitor and report on regional institutions and governments commitments to enhance gender equality and prevent violence against women and girls.
1.2 Complementing the primary prevention work on violence against women and girls, this action area focuses on strengthening accountability mechanisms around policy commitments and empower CSOs to participate in policy formulation and implementation and effectively monitor implementation of national and regional policies and commitments on EVAWG.
1.3 And to facilitate the effective and systematic participation of CSOs in monitoring the implementation of these commitments Activity 3.1.1 focuses on the design of CSO led accountability mechanisms for commitment around gender equality in particular ending violence against women and girls at country and regional levels.
2. OBJECTIVES
2.1 In order to strengthen civil society capacity to advocate, monitor and report on performance of national and regional institutions and authorities and their commitments to gender equality and prevention of violence against women and girls a user-friendly toolkit to monitor policy implementation on EVAWG is being developed and will be used for regional capacity building initiatives for civil society organization. This toolkit will be used by governments in particular the National Women’s Office to support the gender mainstreaming efforts at national level.
2.2 At the Focus Group workshops it was highlighted by civil society representatives that the toolkit be online, accessible and that heavy technical information on content and processes be presented by way of illustrations, logical maps, infographics and diagrams.
3. SCOPE OF WORK
3.1 The consultant is required to work closely with the relevant NSA team and Public Affairs Unit to deliver the output specifications set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.
4. QUALIFICATIONS
4.1 Formal qualification in design and layout and extensive experience in this area of work in the Pacific.
