CONSULTANCY TO CONDUCT A MAPPING OF THE PRIVATE SECTOR ACTIVITIES RELATED TO CLIMATE CHANGE ADAPTATION AND MITIGATION IN TONGA
BACKGROUND

Businesses in Tonga are increasingly aware of the threats posed by climate change but less informed about the impending risks and opportunities that climate change can present. This is primarily due to the lack of information or data on climate risks which may be unavailable or inaccessible to the private sector. The growth of Tonga’s private sector has been hampered by several constraints such as lack of knowledge which poses difficulty for the public sector and businesses to incorporate climate risks into their planning and decision-making processes, that can affect new investments and sustainable economic growth. Despite these constraints, the Government of Tonga has made strong commitment to implementing reform and has embarked on new initiatives to support private sector growth. It is also working with relevant stakeholders to address the impacts of climate change through policy changes and by supporting private sector led initiatives that contribute to climate resilience.

The request for a mapping exercise by the Tonga Chamber of Commerce & Industry (TCCI) will help address the lack of information in climate resilience within the Tonga business community and will strengthen private sector engagement with the public sector. It is also aimed at providing guidance for the TCCI members and other businesses about financing opportunities for adaptation and mitigation activities, thereby to help reducing the vulnerabilities of climate change and disasters impacts. This proposed activity is aligned with the overall intent of the Framework for Resilient Development in the Pacific (FRDP) and the Pacific Resilience Partnership (PRP) which recognises the key role and contribution of the private sector to supporting a country’s sustainable and resilient development priorities.

Similar mapping works have been carried out in Vanuatu, Samoa and the Cook Islands that involve undertaking direct consultations with the private sector to determine their needs relative to climate financing, mapping out businesses’ operations that are relevant to climate change adaptation and mitigation, creating a database of the private sector against relevant accredited entities and developing concept notes for private sector project proposals or for possible public private partnership arrangement.
This consultancy will be coordinated with the TCCI and the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC), which is also the Green Climate Fund’s National Designated Authority (NDA).

SCOPE OF WORK

The consultant will carry out the responsibilities and tasks as set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.

Late or incomplete tenders will not be considered.
