Consultancy Support for the Development of the OPOC 5–10-year Strategy/Plan

Background

In 2010, Forum Leaders endorsed the Framework for the Pacific Oceanscape (FPO) which mandated the role of a Pacific Ocean Commissioner (POC), and an Office to support the Commissioner, which is now known as Office of the Pacific Ocean Commissioner (OPOC). In 2011, the Secretary General of the Pacific Islands Forum Secretariat (PIFS) was appointed as the first Pacific Ocean Commissioner. However, due to limited funding it was not until mid-2018 when a dedicated team came onboard with financial support from Department of Foreign Affairs and Trade (DFAT) of Australia and the Ministry of Foreign Affairs and Trade (MFAT) of New Zealand expected for the period 2018 to 2021. OPOC during this period focused its work on the “OPOC Concept Note” which was readily put in place from 2017 – 2020 and has now expired. This concept note stem from the initial mandate through the FPO and also through subsequent Forum Leaders decisions in 2014, 2016 and 2021 on the roles of OPOC.

With the current cycle of funding expected to end in mid-2022, and in light of the development of the 2050 Strategy and the need for an OPOC plan that is fit for purpose, the Pre-Forum FOC Meeting held in July 2021 made a decision through paragraph 16 (v.) whereby it “endorsed the development of a 5 to 10-year strategy/plan in alignment with the 2050 Strategy with a progress report to be submitted to the 2021 Budget FOC with the aim of submitting the draft strategy to the 2022 Pre-Forum FOC.”

Purpose

The purpose of this advertisement is to secure interests internationally as well as regionally for a Planning Expertise that can assist the work of OPOC in the development of its 5-10-year Strategy/Plan as decided by the Pre-Forum FOC Meeting in July 2021.

Scope of Work

The Consultant will carry out the responsibilities and tasks as set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec

Academic Qualifications

Post Graduate qualification in ocean affairs, environmental engagement, sustainable development with extensive experience in the region. Experience with Pacific Island Countries and Territories will be an advantage, including reviewing strategic/operational policies and professional report writing.
