Consultancy Services for a Monitoring and Evaluation Specialist to Finalise the FRDP M&E Framework (6 Months)
1. Background
Pacific Island countries and territories (PICTs) are extremely vulnerable to climate change and natural hazards which are major challenges for the development aspirations of the people of the Pacific and their environment. The Framework for Resilient Development in the Pacific (FRDP) which seeks to place sustainable development, that is resilient, front, and centre, was endorsed by the PIC Leaders in 2016. In 2017, Pacific Leaders approved the Pacific Resilience Partnership (PRP), a set of governance arrangements, that would support effective implementation of the FRDP through enabling different stakeholder groups and communities of practice to undertake actions to support the goal of building resilience to climate change and disasters in the Pacific in support of sustainable development. The FRDP Monitoring & Evaluation (M&E) Framework is focused on monitoring countries implementation of the FRDP in terms of policies and processes in place to measure resilience and is not expected to create additional reporting obligations to the countries but is developed to align to and support national reporting requirements to the United Nations Sustainable Development Goals (UNSDGs), the Sendai Framework, the Paris Agreement as well as each country’s National Development Plan.
The first draft of the FRDP M&E has been tabled for noting by Forum Leaders at their meeting in 2021. The FRDP M&E Framework aims to provide common thematic areas of resilience and the indicators being used to measure these thematic areas drawn from the country case studies that were undertaken as part of this work and as much as possible where these thematic areas of resilience and indicators are aligned with the FRDP goals. Establishing common thematic areas of resilience and the indicators being used to measure these thematic areas provides a basis for measuring impact of actions/activities/initiatives that fall within these thematic areas. Aligning it with the FRDP goals provides a basis for measuring how the FRDP is supporting, strengthening and/or enabling these thematic areas of resilience.
2. Scope of Services
The scope of work will comprise:
a) A review of national development plans, climate change and disaster risk management plans and strategies and the monitoring and evaluation indicators in place with the objective of drawing out common resilience thematic areas and indicators that are aligned with the FRDP’s three goals and validating what is in the first draft FRDP M&E Framework.
b) Undertake one-on-one interviews and consultations with relevant stakeholders from Forum Member countries to further verify and validate the identified common resilience thematic areas and indicators.
c) Present and discuss the final FRDP ME framework to the PRP Taskforce, Support Unit and ME technical experts including through a regional or sub-regional virtual workshop.
d) Finalize the draft FRDP M&E Framework based on comments and feedback from relevant stakeholders, including recommendations/entry points for rolling out the Framework in PICTs
3. Expected Output
The following outputs is expected for the duration of the consultancy:

2. Work Programme developed and approved 1 week from contract signing

3. List of interviewees and timelines of interviews presented; and
4. Number and timelines of virtual webinars and consultations presented. Week 4
5. Desktop review findings presented. Week 8
6. Interviews progressed
7. Consultations and webinars progressed Week 9 – Week 20
8. Final draft FRDP ME Framework presented Week 24 – should not exceed December 16, 2022
4. Skills & Academic Qualifications
The M&E Specialist is expected to possess the following skills and experiences:
• Experience in developing M&E systems and accompanying manuals.
• Experience with multi-stakeholders’ projects design, implementation and evaluation.
• Experience providing advisory services to governments at various level.
• Experience in projects related to rural development, environment, and coastal protection.
• Experience in measuring adaptation/ DRM-CC activities
Qualifications
• Master’s degree in Development, Statistics, Economics, Social Sciences, Public Policy, or equivalent.
• Minimum of 10 years of experience in monitoring and evaluation, developing results framework (preferably with some experience and understanding of disaster and risk reduction work), evaluating programs, and designing theory of change.
