REQUEST FOR PROPOSALS (RFP)
OVERSEAS OFFICE REVIEW
The Pacific Islands Forum Secretariat (PIFS) invites proposals from firms and individuals to review and assess the governance and operations of our existing overseas offices and the capacity of our headquarters in Fiji to better support current and future overseas office locations. The objective is to clearly understand the current operations and recommend changes needed to improve governance, customer service, efficiency and accountability.
This review is timely given the expansion of our overseas office locations to now include and Palau and shortly to include Kiribati. The Pacific Islands Forum currently supports five overseas office locations (Switzerland, China, Australia, New Zealand and Palau) and individual staff based in another three countries (Federated States of Micronesia, Vanuatu and Tonga).

HOW TO APPLY:
Submissions should be titled: Request for Proposal – Overseas Offices Review
Method of Submissions:
All interested parties must register at www.tenders.net and allow 24 hours to receive log-in credentials.
Submissions must be forwarded in PDF format following the instructions at www.tenders.net/forumsec
Note: Tenders must be submitted with clear labelling of the technical offer and the financial offer. The Technical Offer documents must be saved and submitted clearly labelled “A. Technical Offer”. Financial Offer documents must be saved and submitted clearly labelled “B. Financial Offer”.
The electronically submitted documents should be converted to the PDF format.
Deadline for Submissions:
Submissions need to reach the Secretariats by: 4.00pm, Friday, 28 June, 2024
Late or incomplete tenders will not be considered.
Questions and Answers
All queries or request for information must be submitted via the Question-and-Answer Forum at www.tenders.net/forumsec . Tenderers may submit questions in writing to the mentioned Question and Answer Forum before the stated “deadline for requesting clarifications” by 4.00pm, Friday, 21st of June, 2024. The Secretariats have no obligation to provide clarification after this date.
Note: The Secretariats will not be responsible for non-receipt/non-delivery of the Bid documents due to any reason whatsoever.
