EXPRESSION OF INTEREST
CONSULTANCY TO REVIEW THE PACIFIC EDUCATION DEVELOPMENT FRAMEWORK (PEDF) AND REGIONAL EDUCATION ARCHITECTURE
The Forum Secretariat is looking to contract a suitably qualified and experienced consultant to review the implementation of the Pacific Education Development Framework (PEDF) and how it has impacted education development in the Forum island countries. The PEDF (2009 – 2015) has now come to its end and the review will focus on how the regional education framework has supported national education systems in the Pacific meet their own national targets as well as regional and global education goals.
The Consultant will be accountable to the Secretary General of the Pacific Islands Forum Secretariat working under the supervision of the Social Policy Adviser to evaluate:
a. The impact of the Pacific Education Development Framework (PEDF) in making a difference in the education sector at the national level.
b. Whether the Pacific Education Development Framework remains the most effective approach to strategic investment in the region.
c. The extent to which countries have used the PEDF in their national education sector plans to achieve national, regional and global education targets.
d. Aligning the findings with the new draft regional education priorities identified by the PHES Small Working Group for their consideration.
e. Assess the effectiveness of governance arrangements in regional education sector to drive decisions over investments and track performance.
f. The appropriateness and fit-for-purpose nature of regional education monitoring and reporting arrangements.
Applicants should have the following:

Academic qualifications:
• At least a college or university degree in education policy development, education planning and monitoring and evaluation, or other relevant disciplines in education sector development.
Knowledge, skills and experience:
• Experience conducting education reviews, monitoring and evaluation, education sector planning including cost benefit analysis
• Some understanding of education sector programs in the Pacific
• Sound technical knowledge of key qualitative and quantitative data collection and analysis
• Experience in conducting consultations / meetings for different level stakeholders
• Fluency in spoken and written English
• Excellent writing skills.

• Ability to analyse complex information without biases
• Ability to work in intensive work environments
• An action-oriented approach and strong drive for results
• Ability to keep to planned timelines
• Negotiation, facilitation and communication skills
• Working with teams of diverse capacities.

The EOI should be a maximum of 1 ½ pages and include a budget.
