CONSULTANCY TO DEVELOP A PACIFIC-EU WASTE MANAGEMENT PROJECT

Background

The Forum Secretariat is looking to contract a team of suitably qualified and experienced consultants to prepare a final Action Document for Priority Area 2.2 of the PRIP, entitled Pacific–EU Waste Management Project (PEUWMAP) for which an indicative amount of € 17 million has been allocated.
The initial Action Document (iAD) has passed through the QSG1 stage, and attracted relatively few, but important comments, which must be taken into account before a more detailed document is prepared and sent for appraisal by QSG2. Due to existing workloads and time constraints of the lead agencies, it is now necessary to secure the services of a team of suitably qualified consultants to review the good progress made so far, to go further into the project idea and to come up with a workable project so that a final AD can be prepared and approved by QSG2.

The Contracting Authority is the Regional Authorising Officer (RAO) entrusted to the Pacific Islands Forum Secretariat (PIFS) in Suva, Fiji. However, proposal development must be done in close consultation with the Secretariat of the Pacific Regional Environmental Programme (SPREP), the Pacific Community (SPC) and the University of the South Pacific (USP). The European Union Delegation in Suva will also be an important interlocutor. The Senior Technical Adviser (EU) based in the RAO’s office will represent the Contracting Authority, but the consultant team will be based at SREP Headquarters in Apia, Samoa. However they should be prepared for briefing sessions at the outset and closure of their assignments in Suva with both the European Union Delegation (EUD) and the PIFS. All decisions on implementation of the assignment will be taken in close consultation with the above key personnel. The final document should be discussed with all members of the Working Group, before submission to the European Union.


Scope of Work
The scope of work will involve, but not be limited to the following:

(i) Appraisal of Documents
The consultants should review the existing documents relating to the programme, including the iAD submitted by the working group in November, the comments of QSG1, and any minutes of Working Group meetings held in the earlier development of the programme. In particular the Consultants will need to pay attention to relevant EU and Pacific Policy Documents in the areas of Waste management such as the “Cleaner Pacific 2025”, and other documents related to the renewal of natural resources.
(ii) Project Formulation
The consultant should identify activities required to meet the needs of the four main result areas in the Action Document and appraise which organisation is potentially best suited to deliver these activities. Likewise, it is expected that the consultant will initiate consultations with additional potential partners that will actively participate in the programme and be integrated into the working group. This will include holding a 2 day workshop to finalise these processes. The outcomes will add to the existing detailed log frame matrix, clearly stating activities, tasks and measurable indicators, existing baselines; targets; sources and means of verification and assumptions. A discussion on management arrangements will also be an important consideration.
(iii) Action Document
Following the project formulation process a draft Final Action Document shall be sent for appraisal and agreement by both the working group and the European Union Delegation. The consultant will integrate the comments made in the identification phase QSG1 in the AD and sent for appraisal of both the working group and PIFS and the EUD. The draft final AD will then be submitted via the RAO to the EUD for onward transmission, and appraisal by QSG2 in Brussels.
(iv) Additional Days
The consultant will reserve an additional 10 days available to finalise the AD, once the comments of QSG2 have been received.

Academic qualifications:

Two experts will be required to complete the assignment within the projected time frame. The team of experts should have the following expertise and experience:

(i) The Consultant team should have significant practical experience (Minimum 10 years) of working in the Pacific, preferably in the field of waste and pollution management including waste disposal, water and sewerage and/or other relevant sectors;
(ii) Advanced degrees (Masters Level) in an appropriate subject, civil and or environmental engineering, natural resource management or other relevant fields.
(iii) Should be excellent proposal writers and good communicators.
(iv) Should have experience in holding participatory workshops,
(v) Previous experience working with EU Development Programmes, and drafting documents for appraisal by the EU headquarters- especially Action Documents.
(vi) The team should be computer literate, familiar with Word, Excel and Powerpoint programmes.
(vii) Fluent in written and spoken English.
