Scoping Study on Regional Finance Facility for the Pacific
The Pacific Islands Forum Secretariat (PIFS) is seeking submissions from reputable and suitably qualified/experienced service providers to carry out scoping study on a Regional Finance Facility (RFF) for the Pacific region. The role is a short term engagement specifically to carry out desk analysis as well as stakeholder consultations on various aspects of the proposed RFF, in close consultation with PIFS.
Key tasks include:
• Carry out in-depth desk analysis on the key components of the RFF;
• Consult with relevant stakeholders, including Forum Members, development partners, regional organisations in the Pacific, civil society organisations, the private sector, academia and multilateral development banks; and
• Final report(s) with clear options, gap analyses, policy recommendations, and way forward on the RFF.

1. Instructions for applicants
Applicants interested in this role are asked to prepare a short document (2 pages) outlining:
- Experience relating to key components of the RFF, stating clearly the component(s) in which the respondents have more strength on;
- Understanding of regional policy processes;
- Experience working with a diverse range of stakeholders, including senior Government Officials, development partners, regional organisations, civil society organisations, the private sector, academia and multilateral development banks;
- Concept of how you would approach this task with specific plans around: desk analysis and stakeholder consultations; and
- Estimated input time required over the period September – November 2017. It is envisaged that this task would take about 50 working days.
Applicants are also required to submit a “Financial Offer” in Fiji Dollars (FJD) accompanying the above (technical) information.

2. General Terms and Conditions
Interested applicants are encouraged to provide written submissions including capability statements for the firm, a copy of your curriculum vitae of key staff assigned to the task as well as confirmation that the firm and/or key staff are not aware of any conflict of interest which may exist and a financial proposal in Fiji Dollars (FJD).
Bidder Ability:
By submitting a response to this “Request for Tender” (RFT) the applicant warrants that:
I. The applicant has the necessary skill, knowledge, experience and resources to comply with this RFT and capable of successfully completing the project.
II. The applicant meets relevant regulatory/statutory requirements for the jurisdiction in which the PIFS is based.
III. In addition the applicant warrants that the applicant is not subject to any legal or regulatory process that may result in the de-registration of the applicant.
Language:
The applicant response must be in English.
Amendments:
Should the applicant become aware of any discrepancy, error or omission in the document submitted, and the applicant wish to lodge a correction or provide additional information, that material must be in writing.
