Consultancy for a System Project Manager for the deployment of an Integrated Information Management System
Background
1. Established in 1971, the Pacific Islands Forum grouping and its Secretariat bring Pacific States together to work for their common good. The Pacific Island Forum Secretariat (the Secretariat) is based in Suva, Fiji. Our vision is:
“A region of peace, harmony, security, social inclusion and economic prosperity, so that all Pacific people can lead free, healthy and productive lives”.
2. The Secretariat is currently undergoing a multi-year change programme as a result of decisions taken by Forum Leaders on the Pacific Plan Review Report in 2014. In that meeting Pacific Leaders endorsed a Framework for Pacific Regionalism that facilitates an increasingly focused and prioritised regional agenda through a region-wide public policy process. The Secretariat adopted a new Strategic Framework 2017-2021 in August last year that reflects this direction. Its current work is set out in its Statement of Intent 2018 which includes its Key Results Framework with the following areas:
KRA 1 Prioritised Regional Agenda
• Policy Formulation
• Governance & Engagement
KRA 2 Implementation of Priorities
• Leaders’ Priorities
• Programmes & Initiatives
KRA 3 Corporate
TCAF Technical Cooperation and Associated Functions
Purpose
3. The purpose of this assignment is to oversee, manage and coordinate the contracting, development and successful deployment of the Secretariat’s new IIMS and support associated business process reform.
4. A key aim of the project is to improve the accuracy and efficiency of the Secretariat’s Corporate Services business processes used within the organization, with a particular focus on optimal electronic information management for its front line work processes.
Scope of Work
5. To propose for System Project Manager as per specifications set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.
Profile of Role
6. The nominated individual consultant will need to have the following skills, knowledge and attributes (or have access to these skills or knowledge through his or her supporting colleagues in the consultancy firm/partnership);
• Advanced ICT knowledge and skills;
• Experience in deploying major IT systems within organisations, and ERP systems in particular;
• Risk management skills;
• Project management skills, ideally with a certification in a recognised project management methodology;
• Excellent written and verbal communication ability;
• Excellent organisational skills and the ability to plan and meet deadlines;
• Strong interpersonal skills and sensitivity to diverse needs in a multi-cultural environment;
• Proven ability to secure buy-in and support for organisational change from all levels in the organisation; and
• Resilience.
