About the Pacific Islands Forum Secretariat
The Pacific Islands Forum was founded in August 1971 and currently comprises 18 members in the Pacific. Forum Leaders meet annually to develop collective responses to regional issues.
The Forum's administrative arm is the Pacific Islands Forum Secretariat, based in Suva, Fiji. It acts as the Secretariat for Forum-related events, implements decisions by the Leaders, facilitates the delivery of development assistance to member states, and undertakes the political and legal mandates of Forum meetings. The Forum Secretariat is also mandated to coordinate the implementation of the Framework for Pacific Regionalism.
About this Opportunity
The Pacific Islands Forum Secretariat (PIFS) has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP), and intends to apply part of the proceeds for consulting services. PIFS wishes to invite eligible Individual Consultants to express their interest in providing their services for Resilient Development Advisor, a full time position within the PREP Regional Coordination Unit (RCU). The time frame of the Consultancy will be a two year and two months period, with a contract renewable every year, subject to performance, and, with 3 months' probationary period.
The Resilient Development Advisor would report directly to the Regional Coordinator of the PREP and would be responsible for the provision of policy advice, research and analysis to support the RCU's delivery of Prep activities and other related technical support required by the PIFS in connection with its leadership role for the implementation of the FRDP.
Responsibilities will include:
• Conduct research and develop knowledge products and technical advice to support PIFS' strategic role in disaster risk finance and insurance capacity building in the Pacific.
• Provide strategic advice to support the resilient development dialogue and decision-making functions of the PREP Regional Advisory Committee
• Support the RC in conducting the meetings of the PREP Regional Advisory Committee
• Support the coordination of the PREP's resilience-building activities in support of key stakeholders.
• Support PIFS' role in assisting the functioning of the Pacific Resilience Partnership
• Deliver timely and high-quality advice and support on Climate Change and Disaster Risk Management issues.
We are looking for candidates with a Masters level qualification or equivalent in Economics, Social Science, Climate Change, Disaster Risk Management or related field; at least 8 years' experience in managing projects/programs or program coordination, preferably in Climate Change and/or Disaster Risk Management or related fields of work with similar responsibilities position; Demonstrated understanding and experience of developments in Disaster Risk Finance and Insurance in the Small Island Developing States in the last 3 years; Demonstrated understanding and experience with developments pertaining to the implementation of the Framework for Resilient Development in the Pacific; Relevant work experience in drafting work plans and progress reports, production of knowledge products etc; Experience in supporting skilled experts/consultants and working in a multi-disciplinary team of professionals; Proven experience in providing logistical, organisational and administrative support to senior officials and executives; Sound analytical, research, numeric skills, and excel spreadsheet skills; Strong communications skills with experience in the development of communication briefs and advisories using print, social and other media; Significant experience and contextual understanding of Pacific island countries and partners in the Pacific region.
The applicant must also have strong interpersonal and communication skills and the ability to organise, coordinate and prioritise conflicting demands.
