REVIEW OF THE PACIFIC ISLANDS CENTRE (PIC) TOKYO
Background
The Pacific Islands Forum Secretariat (PIFS) is inviting tenders from interested English-speaking international Consultants to Review the Pacific Islands Centre (PIC) Tokyo. The Review team will be made up of two experts. One expert will be contracted from Japan and the other from the Pacific region. Both Consultants will be required to work as a team.
The Pacific Islands Centre (PIC) is an international organization based in Tokyo, Japan. The organization was established in 1996 under a formal agreement between the Japanese Government and the Pacific Islands Forum. The PIC is managed by a Governing Board whose members include the Japan Ministry of Foreign Affairs and the Pacific Islands Forum Secretariat. The Board meets annually to review PIC's performance against its strategic focus areas.
The PIC's role is to promote exports from the pacific island countries to Japan; to promote the inflow of investments from Japan to the pacific island countries; to assist pacific island countries with cost-effective imports from Japan and to promote pacific island tourism in Japan. Working directly with pacific island business, the PIC contributes to the economic development of the pacific island countries through export facilitation and the promotion of pacific island products in Japan.
Purpose
The deliverable for this Review include consultations with PIC stakeholders and clients in selected countries and prepare a well-presented report with recommendations based on its findings. A whole of organization assessment will be necessary to determine PIC's value proposition. Within this context, the review will measure the full impact the PIC has had on the pacific island economies. This will guide the future of the PIC in terms of its effectiveness, results, efficiency, funding model, staffing, location and governance structure to inform a decision by the Governing Board and its stakeholders. The review will examine the best practice qualities of typical trade promotion offices & agencies and measure these against the current qualities of the PIC. Together with trade data the report should offer an analysis of trade patterns between Japan and the Pacific Island economies and offer innovative solutions where PIC could make the greatest impacts.
Scope of Work
The Secretariat is seeking suitably qualified consultants to undertake this assignment. The Terms of reference (ToR) for this Consultancy can be downloaded at: www.tenders.net/forumsec
Expression of interest for the technical assistance should include a brief outline of the proposed activities, the proposed fee and resume outlining key qualifications and relevant work experience that respond to the TOR.
