The Pacific Islands Forum Secretariat (PIFS) has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP) and applies part of the proceeds for consulting services.

PIFS wishes to invite eligible Individual Consultants to express their interest in providing their services for Monitoring & Communications Officer, a full-time consulting position within the PREP Regional Coordination Unit (RCU). The time frame of the Consultancy will be for 1 year, 8 months with an initial 1-year contract including a 3-month probationary period. The extension of the contract beyond the first year is subject to a satisfactory performance review.

The Monitoring & Communications Officer (MCO) is a key position in the RCU and will work with different staff to deliver the range of responsibilities of the position. The MCO will be responsible to the PREP Regional Coordinator, and work with the PREP Resilient Development Advisor, to support the overall monitoring and reporting responsibilities of the program covering the PIFS, Pacific Community (SPC) and PREP national projects. The MCO will also provide support for program communications on PREP project implementation at national and regional level. Further, the MCO will support the Regional Coordinator to improve coordination between national and regional projects and in this regard foster and facilitate opportunities for the sharing of learning, knowledge and experience.

As such the MCO will be expected to:
• Be strongly familiar with the PREP M&E manual and the logical framework contained therein.
• Compile progress reports from all PREP projects and undertake evaluation of implementation progress
• Develop consolidated progress reports of PREP implementation
• Undertake regular communications with PREP projects and other stakeholders
• Support and facilitate sharing of information across projects to enhance implementation
• Support PIFS' role in supporting the implementation of the Framework for Resilient Development in the Pacific and assisting the functioning of the Pacific Resilience Partnership.

Interested individual consultants are invited to provide information indicating that they are qualified to perform the services including a Curriculum Vitae (should include a description of education and general qualifications, similar assignments, experience in similar conditions etc. and the names, business contacts and email addresses of three referees).

The successful candidate must have the following qualifications, knowledge and experience: a minimum of 5 years of experience in project monitoring, using an established results framework, and reporting particularly for multi-country donor-funded programs/projects; a minimum of 3 years of experience developing tailored communications and knowledge products; a degree in development related field such as economics, climate change, disaster risk management and others, and; significant experience and contextual understanding of Pacific island countries and partners in the Pacific region. Other requirements of the position are contained in the Terms of Reference for the position.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines.
