REQUEST FOR TENDER
DEVELOPMENT POLICY MONITORING TOOLKIT - ENDING VIOLENCE AGAINST WOMEN AND GIRLS (EVAWG)
Background
Pacific Partnerships to End Violence Against Women and Girls together governments, civil society organisations, communities and other partners to promote gender equality, prevent violence against women and girls (VAWG), and increase access to quality response services for survivors. The programme directly supports the implementation of the 2012 Pacific Leaders Gender Equality Declaration (PLGED), the Pacific Roadmap for Sustainable Development, and the Pacific Platform for Action on Gender Equality and Women's Human Rights 2018-2030. The Pacific Partnerships to End Violence Against Women and Girls is primarily funded by the European Union with targeted support from the Australian Government and cost-sharing from UN Women.
2. The programme's three outcome areas are coordinated with communities and national agencies through a partnership between the Pacific Community (SPC) Regional Rights Resource Team (RRRT), Pacific Islands Forum Secretariat (Forum Secretariat) and UN Women Fiji Multi- Country Office (MCO).
3. Pacific Islands Forum Secretariat outcome area three aims at empowering national and regional civil society organizations (CSOs) to advocate, monitor and report on regional institutions' and governments' commitment to enhance gender equality and prevention of violence against women and girls.
Purpose
4. To progress the NSA capacity building programme, PIFS is seeking the services of a national consultant based in Fiji to develop a policy monitoring toolkit to be used by civil society with a specific focus on gender equality and Ending violence against women and girls (EVAWG).
Scope of Work
5. This consultancy will focus on the design, development and publication of the Policy Monitoring Toolkit focusing on regional and national commitments on ending violence against women and girls. Additionally, the consultant will also co-deliver a capacity building workshop with regional and national CSOs. Specifications set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.
Key Capabilities
6. The applicant must have wide experience working with civil society and specifically on CSO- led policy monitoring in the Pacific or national level. Experience in gender, human rights and ending violence against women policy monitoring will be an advantage.
