CONSULTANCY - DESIGN AND DELIVERY OF NSA CAPACITY BUILDING PROGRAM 2020 - POLICY AND GENDER RESPONSIVE BUDGET MONITORING FOR ENDING VIOLENCE AGAINST WOMEN AND GIRLS (EVAWG)

BACKGROUND

Pacific Partnerships to End Violence against Women and Girls brings together governments, civil society organisations, communities and other partners to promote gender equality, prevent violence against women and girls (VAWG), and increase access to quality response services for survivors. The programme directly supports the implementation of the 2012 Pacific Leaders Gender Equality Declaration (PLGED), The Pacific Partnerships to End Violence against Women and Girls is primarily funded by the European Union with targeted support from the Australian Government and cost-sharing from UN Women.

The programme’s three outcome areas are coordinated with communities and national agencies through a partnership between the Pacific Community (SPC) Regional Rights Resource Team (RRRT), Pacific Islands Forum Secretariat (Forum Secretariat) and UN Women Fiji Multi- Country Office (MCO).

Pacific Islands Forum Secretariat outcome area three aims at empowering national and regional civil society organizations (CSOs) to advocate, monitor and report on regional institutions’ and governments’ commitment to enhance gender equality and prevention of violence against women and girls. This capacity building initiative will be valuable for government specifically the women’s office in tracking and assessing budgets for gender equality.

The key objective of this project is to design CSO-led accountability mechanisms for commitments around gender equality at country and regional level. PIFS is facilitating the effective and systematic participation of Non-State Actors in monitoring the implementation of national and regional commitments on gender equality. To ensure full implementation of existing commitments to ending violence against women and girls, the PIFS Non-State Actor/ civil society coalitions and governments will be provided an opportunity to enhance and strengthen their capacity and partnerships in policy and budget monitoring, gender responsive budgeting, reporting, advocacy related to ending violence against women and girls.

PIFS is seeking the services of an International consultant to develop tailored and contextualised the capacity building programme on policy and budget monitoring, specific to ending violence against women and girls (EVAWG) for both civil society and governments.

SCOPE OF WORK

The consultant will carry out the responsibilities and tasks as set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.
