CONSULTANCY – Documenting National M & E systems for Resilience and Progressing M & E of the Framework for Resilient Development in the Pacific (FRDP)- Phase 2

BACKGROUND

The Leaders at the 50th Pacific Islands Forum in Funafuti, Tuvalu held from 13 – 16 August, 2019 recalled the Framework for Resilient Development in the Pacific (FRDP) and reaffirmed the importance of a member-driven, inclusive and coordinated action on climate and disaster resilience. In this respect, Leaders noted the work carried out to date to implement the FRDP and agreed to extend the trial period on the Pacific Resilience Partnership (PRP) governance arrangements until 2020 to be informed by a review of the effectiveness and efficiency of the governance arrangements. Leaders further directed the PRP Taskforce to finalise the Monitoring & Evaluation framework by end of 2021, with a progress update in 2020.

In response to Leaders’ decision, PIFS is seeking a consultancy to advance operationalisation of the FRDP through the development of a monitoring and evaluation framework. This will be achieved through:

(i) Developing case studies on the approach, structure and content of existing and developing national M&E systems as well as the partnerships and factors that enable the operationalization of these systems;

(ii) Incorporating lessons from the case studies into the development of a draft M&E framework with agreed indicators (indicators currently being used by countries) for tracking, monitoring, measuring progress and reporting against the FRDP.

The consultant will report directly to the Resilience Team Leader in the Pacific Islands Forum Secretariat with the PRP Support Unit providing the technical advice and oversight on the work.

SCOPE OF WORK

The consultant will carry out the responsibilities and tasks as set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.

Submissions need to reach the Secretariat by 5pm (Fiji Time) Wednesday, 4 March 2020.
Late or incomplete tenders will not be considered.
