CONSULTANCY – EFFECTIVENESS OF THE FRDP AND PRP

BACKGROUND

The Leaders at the 50th Pacific Islands Forum in Funafuti, Tuvalu held from 13–16 August 2019 recalled the Framework for Resilient Development in the Pacific (FRDP) and reaffirmed the importance of a member-driven, inclusive and coordinated action on climate and disaster resilience. In this respect, Leaders noted the work carried out to date to implement the FRDP and agreed to extend the trial period on the Pacific Resilience Partnership (PRP) governance arrangements until 2020 to be informed by a review of the effectiveness and efficiency of the governance arrangements. Leaders further directed the PRP Taskforce to further elaborate the FRDP in line with the Paris Agreement and to finalise the Monitoring & Evaluation framework by end of 2021, with a progress update in 2020. Leaders also noted the need for the PRP to consider other risks such as from solid waste, including technological, medical and chemical waste.

In response to Leaders’ decision, PIFS is seeking a consultancy that will conduct a review of the FRDP and the PRP governance arrangements to ensure:
(i) That the FRDP is consistent with the Paris Agreement on Climate Change 2015;
(ii) That the PRP governance arrangement puts into effect the Leader’s call through the Pohnpei

Statement and it efficiently and effectively facilitates the implementation of the FRDP.
The consultant will report directly to the Resilience Team Leader in the Pacific Islands Forum Secretariat with the PRP Support Unit providing the technical advice and oversight on the work.

SCOPE OF WORK

The consultant will carry out the responsibilities and tasks as set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.

Deadline for Submissions:

Submissions need to reach the Secretariat by 5pm (Fiji Time) Monday 9 March 2020.
Late or incomplete tenders will not be considered.
