Consultancy for the Development of Nauru’s GCF Strategic Framework and Country Programme

Background

The Green Climate Fund (GCF) is the world’s largest dedicated fund helping developing countries reduce their greenhouse gas emissions and enhance their ability to respond to climate change. The GCF liaises with individual countries through a nominated national institution known as the National Designated Authority (NDA). In Nauru, the Government nominated the Secretary for the Department of Commerce, Industry and Environment (DCIE) to be its NDA.

The GCF’ Readiness and Preparatory Support Programme (the Readiness Programme) supports country driven initiatives by developing countries to strengthen their institutional capacities, governance mechanisms, and planning and programming frameworks towards a transformational long-term climate action agenda. The Readiness Programme provides grants and technical assistance to National Designated Authorities (NDAs) and/or focal points (FPs). Readiness funding can also be deployed to strengthen Direct Access Entities.

In line with this, Nauru, with the support of the Pacific Islands Forum Secretariat as the delivery partner, has obtained Readiness and Preparatory Support from the GCF with focus on strengthening the capacity of the NDA and to develop Nauru’s GCF Strategic Framework and Country Programme.

The NDA, as part of its mandate, is expected to develop a GCF Country Programme for Nauru. The Country Programme will be the cornerstone of Nauru’s pipeline development with the GCF. It is the first stage of the GCF’s updated project and programme cycle and forms the basis for prioritising the further development of funding proposals for projects and programmes submitted by the GCF’s Accredited Entities on behalf of Nauru.
As such the NDA together with Pacific Island Forum Secretariat as its delivery partner, is seeking interests from international consultants for the Development of Nauru’s GCF Strategic Framework and Country Programme.

Purpose

This assignment aims to develop Nauru’s country programme in line with the GCF Country Programme Guideline; and develop a guidance document that sets out the criteria and modalities for prioritising climate change project needs and intervention, primarily for the development of national projects for submission to the GCF.

Scope of Work

The consultant will undertake this assignment in close consultation with the Nauru’s NDA, DCIE Climate Change Unit, Pacific Islands Forum Secretariat (PIFS) as well as other relevant national stakeholders in climate change policy and finance. This scope of this work will require a thorough examination of existing key documentation, criteria and modalities on climate change project selection in Nauru, including, but not limited to, the specifications set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.

Skills & Academic Qualifications

Desired Skills
• Knowledge of, and experience engaging with, public-private sector stakeholders in Nauru. Having worked in Nauru will be an added advantage.
• Understanding of climate change impacts and adaptation and mitigation practices in Nauru and regionally.
• Knowledge of the main climate funding sources such as the Green Climate Fund, Adaptation Fund, Global Environment.

Facility and other multilateral and bilateral sources including their relevant processes of financing project proposals.
• Strong analytical aptitude, communication and presentation skills.
• Demonstrated experience in writing policy briefs and high-level meeting documents.
• Good networking skills to engage with both private sector and government partners.
• Good understanding and knowledge of climate change finance, including the GCF Country Program Guidelines.

Qualifications
• Master’s or bachelor’s degree in related fields (climate change, business or finance, economics, or a relevant discipline).
• Full command of written and spoken English.
• A minimum of five years of experience in climate finance, particularly work related to the GCF and the UNFCCC negotiations.
• Familiarity with and/or experience of Pacific governments and regional organizations would be an advantage.
