The Pacific Islands Forum Secretariat (PIFS) is inviting tenders from interested English-speaking applicants to undertake an e-Commerce Assessment in Nauru and develop a Pacific Regional E-commerce Strategy and Roadmap.

The main activities for this technical assistance assignment including undertaking desk research, preparing and disseminating questionnaires to relevant stakeholders, carrying out national consultations in Nauru and regional consultations, preparing draft reports, presenting draft reports to validation workshops, incorporating comments of relevant stakeholders, and submitting final reports. The expected outputs of the project are a national E-commerce Assessment report for Nauru and a Pacific Regional E-commerce Strategy and Roadmap.

If the COVID-19 situation permits, the technical assistance will require economy class travel to Nauru and Fiji to gather relevant information and data.

This project is envisaged to be undertaken by a team of consultants comprising two international consultants and two regional consultants. The consultancy team will work under the direction and supervision of the Pacific Islands Forum Secretariat (PIFS) and (for the Nauru E-commerce Assessment) the Nauru Department of Foreign Affairs and Trade (DFAT).

The consultancy team must have recognized qualifications Economics, Business and Law; relevant national and international experience on Trade Development and strong understanding of E-commerce issues.

INFORMATION

Only applicants who meet the following criteria are eligible to take part in tenders issued by the Secretariat:
• Are financially solvent and able to conduct business operations in a professional and successful manner;
• Are not involved in any court proceedings which may affect their ability to conduct business or deliver the services tendered; and
• Do not appear on the World Bank’s listing of ineligible firms.

Deadline for Submissions:

Submissions need to reach the Secretariat by 5pm on 13 January 2021 (Fiji time). Late or incomplete tenders will not be considered.
