Regional Tender Portal Officer (Consultant)
Background
The issue for a regional tender portal was raised by the private sector dialogue with the Forum Economic Ministers in 2018 - and was included in the FEMM Action Plan. The centralized website will seek to foster greater accessibility to public tenders from around the region by the private sector. by making more firms aware of these opportunities, thus increasing competition for tenders, and potentially reducing their cost.
This particular type of platform provides greater centralization for regional tenders, while also allowing for proper and efficient mechanisms for applicants to follow in the application processes. Secondly, the centralized tender portal would act as a regional public service in, encouraging Member States and relevant stakeholders involved to reserve funding normally allocated to third-party platform expenses.
The existing Regional Tender Portal (RTP) serves as regional public service, access to which is free of charge and should be fully utilized to encourage intra-regional business opportunities. The same benefits would also be extending to the additional proposal.
Objective
Increase the internal capacities, visibility, and scope of the existing ‘Regional Tender Portal’ currently operational and housed at the Pacific Islands Forum Secretariat by expanding the reach to house all tenders from both Forum Island Governments and from CROP agencies, which will allow suppliers1 to interact with the procuring agency and lodge their tenders online.
The centralized Pacific Regional Tender Portal would act as a ‘one-stop-shop’ where interested users can search and apply directly onto the online platform, drawing more visibility to the Pacific Regional Tender Portal.
Scope of Work
Under the direction and oversight of the Programme Adviser Trade, the Consultant is required to:
a) Searching for National via National Ministries/ Tender Portal (where they exist) and updating the regional tender portal with the collated info;
b) Searching for CROP Agencies call for tenders or proposals and updating the regional tender portal with collated info;
c) Socializing the regional tender portal, through PIFS social platforms, in collaboration with other CROP Agencies and their Secretariat’s communication team;
d) Establishing a contract list and virtual network of national and regional procurement officers;
e) Coordinate the convening of the Steering Committee on the implementation of the project;
f) Monitoring and reporting weekly traffic e.g. google analytics;
g) Exit reporting to include a quick reference guide that sets out the quickest, most efficient way of sourcing national, regional tenders and uploading; and
h) Additional work related to regional trade and private sector engagement and relevant towards the project objectives, as required
