Background

Founded in 1971, the Pacific Islands Forum is the region’s premier political and economic policy organisation. The Forum Leader’s Vision is for a region of peace, harmony, security, social inclusion and prosperity, so that all Pacific people can lead free, healthy, and productive lives. The Pacific Islands Forum works to achieve this by fostering cooperation between governments, collaboration with international agencies, and by representing the interests of its members.

2. The work of the Forum is guided by the Framework for Pacific Regionalism which was endorsed by Leaders in July 2014. It sets out the strategic vision, values, objectives and approaches to achieve deeper regionalism in the Pacific. Pacific regionalism is recognized by leaders as:
"The expression of a common sense of identity and purpose, leading progressively to the sharing of institutions, resources, and markets, with the purpose of complimenting national efforts, overcoming common constraints, and embracing sustainable and inclusive development within Pacific countries and territories and for the Pacific region as a whole".

3. The European Union funded Intra-ACP1 GCCA+ Pacific Adaptation to Climate Change and Resilience Building (PACRES) aims to ensure better regional and national adaptation and mitigation responses to climate change challenges facing Pacific ACP countries2. PACRES is being delivered jointly by the Secretariat of the Pacific Regional Environment Programme (SPREP), the Pacific Islands Forum Secretariat (PIFS), the Pacific Community (SPC) and the University of the South Pacific (USP).

4. The PACRES is designed along 6 key result areas (KRA) with each implementing agency contributing or taking the lead on particular activities under each KRA. PIFS contributes to the following key result areas (KRAs) under the PACRES:

KRA1: Regional organizations in the Pacific region have dedicated operational and institutional capacity serving the needs of Pacific countries in relevant GCCA+ concentration areas, in the Climate Negotiation and in the implementation of the Paris Agreement.

- KRA2: Regional and national climate change strategies and priorities responding to GCCA+ concentration areas serving climate negotiations and the implementation of the Paris Agreement by Pacific countries have been strengthened and supported in their implementation.

- KRA4: The Pacific regional organisations and Pacific countries share information and capacity, results and knowledge about climate action.

- KRA6: Innovations and climate actions associating private and public sectors making southern economies more climate resilient developed and prepared with a view to direct access to climate finance and climate investment funds.

Scope of Work

5. The consultant will undertake this assignment under the joint supervision of the PIFS - PACRES Coordinator and the Ministry of Economy (Fiji). The officer will be responsible for the delivery of Key Result Area (KRA) 2.13 of PACRES in providing support to the implementation of Monitoring and Evaluation Framework for the 5-Year & 20-Year National Development Plan (NDP), and Monitoring and Evaluation Framework of Fiji’s National Adaptation Plan (NAP).

6. This is one of the key results of the GCCA+ Intra ACP Pacific Adaptation to Climate Change and Resilience Building (PACRES) Project and the Officer is required to provide direct technical M&E support to the Ministry of the Economy to implement the Monitoring and Evaluation Framework for National Development Plan and National Adaptation Plan, including but not limited to the specifications set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.

Skills & Academic Qualifications

Desired Skills

• Proven track record of working with teams across sectors and partners and ability to produce high-quality results and outputs with minimal supervision.
• Knowledge of climate change policies, strategies, institutions, and regulations.
• Sound knowledge and understanding of monitoring and evaluation including its implementation.
• Demonstrated ability to credibly and effectively engage with a range of stakeholders to support project outcomes.
• Excellent oral and written communications skills and articulation to communicate complex issues and positions to senior management, government clients, donor partners, and/or other external stakeholders.
• Knowledge of Fiji’s National Development Plan and National Adaptation Plan and other strategies relating to climate change and disaster.
• Advanced understanding of monitoring and evaluation systems and frameworks.
• Ability to conduct complex analyses and guide/develop financial models.
• Ability to work independently.
Qualifications
• Master’s degree in Statistics, Economics, Social Sciences, Public Policy, or any other relevant field.
• Advanced degree with formal certification in Monitoring and Evaluation will be an added advantage.
• At least minimum of 5 years of combined experience international institutions/companies and/or government in monitoring and evaluation.

PACRES KRA 2.1:
Consolidate and scale up regional efforts to support the review and development of climate change and disaster resilience national action plans/ J-NAPs and Low Emission Development Strategies.
