Monitoring, Evaluation and Learning (MEL) Specialist

Background

The Pacific Island Forum Secretariat (PIFS) supports Members to work together through more in-depth forms of regionalism in support of sustainable development, economic growth, good governance and security. It does this through policy advice, coordination and ensuring effective implementation of Forum Leaders' decisions.

A robust systemic approach to MEL is required to ensure continued improvements to regional policy and development outcomes for the Pacific. An improved MEL framework also provides the necessary information to guide strategic planning and to allocate resources more efficiently.

The existing PIFS Strategic Framework, Statement of Intent, and the Key Result Areas (KRA) provide the overarching framework for embedding monitoring and evaluation at all levels and strengthening annual readiness assessment of the organisations capacity.

Toolkits templates that are integrated into existing planning documentation, framed and supported by capacity development is required. The toolkits will help determine relevant and measurable indicators that are fit for purpose at each strategic level with appropriate vertical MEL and horizontal linkages.

Purpose

The overall objective for the MEL specialist is to conduct a review and assist in:

i. strengthening the PIFS’ existing MEL systems and processes;
ii. identifying measures to address any gaps in existing MEL systems and processes;
iii. working with staff to identify relevant and measurable outcomes in the context of PIFS as an intergovernmental organisation;
iv. embedding fit for purpose indicators at the strategic level; and
v. capacity development of staff.

Scope of Work

The consultant will carry out the responsibilities and tasks as set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.

Late or incomplete tenders will not be considered.
