RESEARCH BRIEFS ON CLIMATE MOBILITY

Background

The Pacific Resilience Partnership (PRP) Technical Working Group on Human Mobility (TWG-HM) was established in July 2019, bringing together interested governments, academics, development partners and other actors to share information, provide expertise, and strengthen efforts to address climate migration, displacement and planned relocation. The TWG aims to:

1. Enhance coordination of related initiatives and voluntary actions related to displacement and planned relocation identified in the FRDP and Pacific Resilience Meeting (PRM)
2. Serve as a ‘Regional Expert Platform’ for networking and representation with the capacity to support governments and partners on specific issues
3. Promote and strengthen efforts at the regional and national levels to address climate change and disaster driven displacement and planned relocation

The TWG-HM was formed based on the idea that collaboration amongst partners needs to draw on an improved understanding of diverse community needs, experiences, knowledge, capacity and perspectives. At the same time, the TWG-HM identified the importance of providing evidence-based information to fill knowledge gaps to support policy and program recommendations and enhance coordination and communication among the different actors and experts supporting Pacific Island countries to address this issue.

To this end, the TWG seeks to develop a series of targeted research briefs that will:

• Review implications of climate change and mobility
• Reflect on lessons learned and best practices in the management of climate related mobility
• Identify recommendations/solutions that may support informed decisions, programming and policies that lessen the adverse impacts of climate-driven and disaster-induced migration, displacement, and relocation

Purpose

The TWG-HM seeks to work with organizations to develop targeted research briefs on the following themes:

1. Financing planned relocation and activities related to climate related human mobility in the Pacific region
2. How does land tenure and land rights shape relocation in the context of climate change?
3. Guidance note on integrating communities into national policy development on human mobility (particularly the perspectives of women and people with disabilities)
4. Training materials on human mobility in the context of climate change

The research briefs will be accessible on the Pacific Resilience Partnership website and disseminated to all TWG-HM members, as well as other relevant stakeholders.

Scope of Work

TWG-HM through this activity is making available funding (maximum USD 10,000) for one organization to develop one research brief as per specifications set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.

The grant covers costs required for the development of a research brief including days required to produce outputs. Costs for layout, printing and dissemination will be covered by the TWG once the final research brief is submitted in a word document.

Submissions must be forwarded in PDF format following the instructions at www.tenders.net/forumsec

Note: Tenders must be submitted with clear labelling of the technical offer and the financial offer. The Technical Offer documents must be saved and submitted clearly labelled “A. Technical Offer”. Financial Offer documents must be saved and submitted clearly labelled “B. Financial Offer”.

The electronically submitted documents should be converted to the PDF format.

Deadline for Submissions:

Submissions need to reach the Secretariat by 5pm, Monday, 3 May 2021.

Late or incomplete tenders will not be considered.
