The Pacific Islands Forum Secretariat (PIFS) has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP) and applies part of the proceeds for consulting services.

PIFS wishes to invite eligible Individual Consultants to express their interest in providing their services for Resilience Financing Analyst, a full-time consulting position within the PIFS Resilience Team. The time frame of the Consultancy will be for 1 year including a 3-month probationary period.

The Resilience Financing Analyst (RFA) is a key consulting position in the PIFS Resilience Team and will work with different staff to deliver the range of responsibilities of the position. The RFAwill be responsible to the PIFS Resilience Team Leader for the provision of research and analysis, technical and policy advice to support the Resilience Team’s delivery of activities consistent with its role in supporting disaster risk finance (DRF) and risk finance capacity building activities in the Pacific.

As such the RFA will be expected to:

• Undertake research and analysis and engage with relevant stakeholders to develop think pieces that can support the implementation of PIFS’ 5-Points DRF capacity building strategy.
• Provide technical advice and coordination support to enhance the identification and delivery of disaster risk finance and risk governance capacity building initiatives for Pacific island countries.
• Provide policy advice to support the resilient development dialogue and decision-making functions of the Forum Economic Ministers Meeting and other relevant fora.
• Develop of knowledge products (reports and publications) that will draw from the research and experiential learning from capacity building interventions to support regional knowledge sharing in relation to Climate Change and Disaster Risk Management. Support and facilitate sharing of information across projects to enhance implementation.

Interested individual consultants are invited to provide information indicating that they are qualified to perform the services including a Curriculum Vitae (should include a description of education and general qualifications, similar assignments, experience in similar conditions etc. and the names, business contacts and email addresses of three referees).

The successful candidate must have the following qualifications, knowledge and experience: a minimum of 5 years of experience Climate Change and/or Disaster Risk Management or a related field of work; a minimum of 3 years of experience developing tailored communications and knowledge products; a Masters level (or equivalent) qualification in economics, social science, climate change, disaster risk management and others , and; significant experience and contextual understanding of Pacific island countries and partners in the Pacific region. Other requirements of the position are contained in the Terms of Reference for the position.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines.

Expressions of Interest are to be submitted by 5.00pm (Fiji time), Friday 25 June 2021.
