REQUEST FOR OPEN TENDER – SINGLE STAGE
Consultant to Design and Develop the OPOC Online and Real-time Pacific Ocean Initiatives Dashboard and its Database
Background
In 2010, the Pacific Islands Forum Leaders endorsed the Framework for the Pacific Oceanscape (FPO) which serves as the regional ocean policy document. The strategic action 2A & AB of the FPO speaks to:
i) the appointment of the Pacific Ocean Commissioner (POC) and it dedicated support as the Office of the Pacific Ocean Commissioner (OPOC) and
ii) the establishment of the Pacific Ocean Alliance (POA) as a multi-stakeholder mechanism that would provide effective cross-sectoral discussions and coordination on the ocean issues in the region.
Further to the above, the OPOC was tasked to ensure necessary high-level representation, attention and coordination to ocean priorities, decisions, and processes at all levels. More specifically to strengthen ocean governance, collaboration between stakeholders, add value to existing ocean efforts and comprehensively evaluate progress of implementation on the FPO and all other ocean-related policies, decisions, and commitments.
As an attempt to put in place necessary tools to enact better coordination, evaluation and reporting on ocean issues, in 2014 the Pacific Islands Forum Leaders through their “Palau Declaration on The Ocean: Life and Future”, emphasized the need to build a comprehensive register of initiatives and relevant data as referenced on para 15 of the Declaration:
“15. We call on the office of the Pacific Ocean Commissioner, with the support of the Pacific Ocean Alliance, to build on the actions listed with this Declaration and maintain a more comprehensive ongoing register of initiatives and relevant data and information across the spectrum of the Pacific Ocean as a basis for promoting and monitoring the sustainable development of our Ocean and fostering integrated management approaches, where appropriate. This register should assist in reducing individual country reporting in the long term and help to facilitate the necessary collective reporting from this region towards global monitoring efforts under the SDG on Oceans and Seas and the Post 2015 Development Agenda”.
Purpose
To design an online business application (system solutions) that will enable OPOC to deploy the following outcomes:
a) Capture by entering online Pacific Ocean Initiatives/Projects data
b) Data sharing through real-time reporting and dashboard
c) System integration capabilities with existing and future systems
d) System is user-friendly and easy to use
e) System is secured with online access
Scope of Work
To design and develop the online and real-time Pacific Ocean Initiatives/Projects Dashboard and its Database (back-end data source) as per specifications set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.
