NATIONAL CONSULTANT TO CONDUCT A MAPPING OF KIRIBATI’S PRIVATE SECTOR RESILIENCE BUILDING INITIATIVES AND TO STRENGTHEN PUBLIC PRIVATE SECTOR ENGAGEMENT IN CLIMATE FINANCE
BACKGROUND
Kiribati is increasingly taking actions to reduce its vulnerability to climate change and disaster risks by adopting a holistic approach with the involvement of key stakeholders such as the private sector. At the regional level, the Framework for Resilient Development in the Pacific (FRDP) and the Kiribati Climate Change and Disaster Risk Finance Assessment acknowledged the key roles of the private sector in climate actions with reference to past experiences during and post-disasters. Despite the limited capacity of the private sector, the Kiribati Chamber of Commerce and Industry (KCCI) is represented on the Kiribati National Expert Group (KNEG) and the Kiribati Joint Implementation Plan (KJIP) which recognize the private sector as a key partner within the climate change and disaster risk management (CCDRM) space.
Like most small Pacific Island countries (PICs), Kiribati’s challenges are not unique that relate to the lack of private sector participation in CCDRM related initiatives and limited technical capacity of the private sector to access climate financing opportunities. Although there are small-scale climate related projects by the private sector in waste recycle and hydroponic farming, there is still an opportunity for improvement to upscale and explore long-term public-private sector adaptation and mitigation investments. Secondly, small businesses in Kiribati lack the capacity to write proposals for accessing climate finance with majority of these businesses are not aware of funding opportunities that are available. It has been acknowledged that there is a need for more awareness on CCDRM including the defined roles of the public and private sectors in this area and how they can better engage. With support from the government, there have been on-going consultations with the private sector and consideration of a dedicated platform to engage other stakeholders such as the civil society. There is also on-going assessment of the barriers to private sector development in the country including plans to strengthen the participation of private sector representative in the KNEG.
Given the challenges identified above, the EU-funded PACRES Project will support KCCI for the mapping of private sector activities relevant to climate change adaptation and mitigation. Information and data gathered from this mapping exercise will assist KCCI and the government to better allocate resources and coordinate activities related to resilient development. Private sector mapping can also be an opportunity to do a SWOT analysis on the private sector and study of options for improved private sector engagement. KCCI and the government are committing to developing a private sector strategy to address this need. Additionally, the mapping will also provide an opportunity to analyse how businesses are trying to cope with the impacts of COVID-19 and climate change in small and vulnerable atoll nations like Kiribati.
The consultant will work with the guidance of KCCI, Climate Change Division, GCF’s National Designated Authority (NDA), relevant government agencies and the PIFS PACRES team with the objective of consolidating key information and data sources from the private sector to inform more effective policy and decision-making relating to private sector engagement including recommendations to strengthen private sector engagement in all national climate change and disaster related initiatives.
