CONSULTANCY SERVICES FOR THE DEVELOPMENT OF A PACIFIC E-COMMERCE PORTAL
The Pacific Islands Forum Secretariat (PIFS) is inviting tenders from interested English-speaking applicants to develop a Regional E-commerce Portal.
The main activities for this technical assistance assignment include (1) conceptualizing, developing and validating the Portal; (2) editing the Portal’s contents; (3) preparing, validating, and uploading regional and national E-commerce toolkits; (4) developing and validating an information template for partner agencies, supporting agencies to input the correct information and to upload it on the Portal; (5) support collection, compilation, and gap analysis of E-commerce statistics. The expected output of the project is a Pacific E-commerce Portal, including the following sections: About; Business Toolkit; Partners; and E-commerce Statistics.
If the COVID-19 situation permits, the technical assistance may require some economy class travel to Fiji and to selected Forum Islands Countries.
This project will be undertaken by a consultancy team of comprising two international experts, four regional experts, and three service providers. The consultancy team will work under the direction and supervision of the Pacific Islands Forum Secretariat (PIFS).
The consultancy team must have recognized qualifications Economics, Business, Law, Computer Engineering and Web Development; relevant national and international experience on Trade Development, and strong understanding of E-commerce issues, as well as the necessary experience and technical capability to provide high quality web-portal development services, graphic design and printing services.

INFORMATION
Only applicants who meet the following criteria are eligible to take part in tenders issued by the Secretariat:
• Are financially solvent and able to conduct business operations in a professional and successful manner;
• Are not involved in any court proceedings which may affect their ability to conduct business or deliver the services tendered; and
• Do not appear on the World Bank’s listing of ineligible firms.
