Fundraising and Engagement Expert-the Pacific Resilience Facility

Background

1. The Forum Secretariat seeks to recruit a professional fundraising and engagement expert with experience in securing significant public sector, corporate and philanthropic support for causes. The consultant/company would work with the Forum Secretariat (PIFS), the Pacific Resilience Facility-Technical Working Group (PRF-TWG), and Forum Members to secure US$1.5 billion of regional and international financial commitments/pledges to capitilise the Pacific Resilience Facility (PRF).

2. To build Pacific resilience in the face of more frequent and severe disasters and ongoing climate change threats, the Pacific Islands Forum has endorsed the establishment of PRF, a regional financing facility in 2019 with a goal of US$1.5 billion. The PRF will provide predictable, sustainable, accessible and accountable grant funding for disaster preparedness and climate risk resilience-building in vulnerable Pacific communities. It fills a significant financing gap in the regional financing landscape in the Pacific by providing small-scale grants upfront for community resilience building before disasters hit communities.

3. Forum Economic Ministers have agreed that the PRF will be capitalised through a global pledging event to be convened at a suitable time. The UN Secretary General has agreed to support such an event.

Purpose

4. The objective of this role is to support the Pacific Islands Forum in mobilising regional and international commitments/pledges towards the capitilisation of the PRF through ensuring a strategic and proactive approach to donor engagement and marketing the PRF regionally and globally. Specifically, this activity requires reaching out to and engagement with development partners, the global private sector and philanthropic foundations to solicit support in the lead up to and through the convening of a global pledging event in 2022.

Scope of Work

5. The scope of work includes the following:

i. Design and delivery of engagement and marketing plan for the PRF;
ii. Solicit and secure financial support and commitment of regional and international partners, as well as global private sector and philanthropic organisations;
iii. Support PIFS in convening the PRF global pledging event; and
iv. Provide expert advice, technical support and guidance to PIFS and Forum Members, as required, on mobilising regional and international support for capitalisation of the PRF, which will include technical briefs, advice, and presentations, as required.

Late or incomplete tenders will not be considered.
