About the Pacific Islands Forum Secretariat

The Pacific Islands Forum was founded in August 1971 and currently comprises 16 independent and self-governing states in the Pacific. Forum Leaders meet annually to develop collective responses to regional issues.

The Forum’s administrative arm is the Pacific Islands Forum Secretariat, based in Suva, Fiji. It acts as the Secretariat for Forum-related events, implements decisions by the Leaders, facilitates the delivery of development assistance to member states, and undertakes the political and legal mandates of Forum meetings. The Forum Secretariat is also mandated to coordinate the implementation of the Framework for Pacific Regionalism.

About this Opportunity

The Pacific Islands Forum Secretariat (PIFS) has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP), and applies part of the proceeds for consulting services. PIFS wishes to invite eligible Individual Consultants to express their interest in providing their services to develop a PREP Regional Knowledge Product. The time frame of the Consultancy will be 3 months from March to June 2022.

The Consultant will work closely with and report to the PREP Resilience Financing Analyst based at PIFS and support a Reference Group comprising representatives of the RMI, Samoa, Tonga, Vanuatu, SPC and PIFS PREP projects.

Responsibilities will include:
• Coordinating and undertaking research tasks,
• Coordinate directly and support local consultants in relevant PREP countries when conducting stakeholder consultations,
• Consolidate and analyze all data gathered from stakeholder consultations,
• Prepare and revise draft deliverables according to timelines,
• Coordinate with the PREP Resilience Financing Analyst for data collection in Tonga,
• Attending online meetings,
• Informing the PREP Resilience Financing Analyst at regular intervals of progress highlighting specific successes or risks that require mitigation.

We are looking for candidates with a degree in development studies, economics, climate change or other relevant fields from a recognised University; at least 3 years’ experience managing/implementing donor funded projects at national level; proven experience in research methods and approaches, excellent understanding of the social and economic aspects of vulnerability and community-based approaches to development and/or climate resilience.

Applicants should have proven experience working with multi-stakeholders including communities, and private sector stakeholders in the climate change adaptation/disaster risk management field. The applicant must also demonstrate evidence of having undertaken similar assignments previously. Further, the applicant should have strong interpersonal and communication skills, the ability to organise, coordinate and prioritise conflicting demands within set timeframes and budget.
