About the Pacific Islands Forum Secretariat

The Pacific Islands Forum was founded in August 1971 and currently comprises 16 independent and self-governing states in the Pacific. Forum Leaders meet annually to develop collective responses to regional issues.

The Forum’s administrative arm is the Pacific Islands Forum Secretariat, based in Suva, Fiji. It acts as the Secretariat for Forum-related events, implements decisions by the Leaders, facilitates the delivery of development assistance to member states, and undertakes the political and legal mandates of Forum meetings. The Forum Secretariat is also mandated to coordinate the implementation of the Framework for Pacific Regionalism.

About this Opportunity

The Pacific Islands Forum Secretariat (PIFS) has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP) and applies part of the proceeds for consulting services. PIFS wishes to invite eligible Individual Consultants to express their interest in providing their services in Tonga to support the development of two (2) PREP knowledge products. The time frame of the Consultancy will be 2 months from March to May 2022.

The Tonga-based consultant will support the development of two (2) separate knowledge products through gathering data and information by conducting national/local consultations in Tonga. The consultant will report directly to the PREP Resilience Financing Analyst.

Responsibilities will include:

• Coordinating and undertaking all agreed activities as per the scope of the Terms of Reference.
• Attending regular online catch-up meetings with the PREP Resilience Financing Analyst as and when scheduled
• Reviewing and providing comments on the relevance of the proposed research plan,
• Conducting the stakeholder consultations as per the agreed research and work plan in close coordination with the PREP Resilience Financing Analyst,
• Translation of interviews/consultations to English if conducted in the local language,
• Keep the PREP Resilience Financing Analyst informed of activities’ progress at regular intervals, highlighting specific successes and challenges and any risks that need to be mitigated and/or managed beforehand,
• Presentation of the preliminary findings and preparation of the Tongan stakeholder consultation report,
• Support the review and address questions that may arise from the PREP Resilience Financing Analyst/and or the Reference Group with regards to the findings from the Tonga consultations

We are looking for candidates with a postgraduate degree in development studies, economics, climate change or other relevant fields from a recognised University; at least 3 years’ experience managing/implementing donor funded projects at national level; proven experience in research methods and approaches, excellent understanding of the social and economic aspects of vulnerability and community-based approaches to development and/or climate resilience, familiarity with the Tongan national governance architecture and proven experience working with stakeholders in Tonga.

Applicants should have proven experience working with multi-stakeholders including communities, and private sector stakeholders in the climate change adaptation/disaster risk management field. The applicant must also have strong interpersonal and communication skills, the ability to organise, coordinate and prioritise conflicting demands within set timeframes and budget.
