The Pacific Islands Forum was founded in August 1971 and currently comprises 16 independent and self-governing states in the Pacific. Forum Leaders meet annually to develop collective responses to regional issues.

The Forum’s administrative arm is the Pacific Islands Forum Secretariat, based in Suva, Fiji. It acts as the Secretariat for Forum-related events, implements decisions by the Leaders, facilitates the delivery of development assistance to member states, and undertakes the political and legal mandates of Forum meetings. The Forum Secretariat is also mandated to coordinate the implementation of the Framework for Pacific Regionalism.

About this Opportunity

The Pacific Islands Forum Secretariat (PIFS) has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP) and applies part of the proceeds for consulting services. PIFS wishes to invite eligible Individual Consultants to express their interest in providing their services in RMI to support the development of a PREP Regional Knowledge Product. The time frame of the Consultancy will be 2 months from March to May 2022.

The RMI-based consultant will support the work of a Knowledge Product Consultant (KPC) gathering the required data locally to help frame the learning and the experience gained from the RMI PREP II project. The RMI-based consultant will also work closely with the PREP Resilience Financing Analyst (RFA) based at PIFS and as well with the RMI PREP II project team that is embedded within the Chief’s Secretary’s Office when discharging his or her responsibilities.

Responsibilities will include:

• Coordinate and work closely with the Knowledge Product Consultant in discharging responsibilities as per the scope of this ToR including planning their own work and management of day-to-day activities to deliver the outputs within the timeframe provided,
• Attend regular online catch-up meetings with the KPC and/or PREP Resilience Financing Specialist as and when scheduled,
• Keep the international consultant and the PREP Resilience Financing Analyst informed of activities’ progress at regular intervals, highlighting specific successes and challenges and any risks that need to be mitigated and/or managed beforehand,
• Prepare, translate, and revise draft deliverables according to timelines

We are looking for candidates with a postgraduate degree in development studies, economics, climate change or other relevant fields from a recognised University; at least 3 years’ experience managing/implementing donor funded projects at national level; proven experience in research methods and approaches, excellent understanding of the social and economic aspects of vulnerability and community-based approaches to development and/or climate resilience, familiarity with the RMI national governance architecture and proven experience working with stakeholders in RMI

Applicants should have proven experience working with multi-stakeholders including communities, and private sector stakeholders in the climate change adaptation/disaster risk management field. The applicant must also have strong interpersonal and communication skills, the ability to organise, coordinate and prioritise conflicting demands within set timeframes and budget.
