SHORT-TERM CONSULTANCY ON THE REGIONAL TRADE STATISTICAL DATABASE CONSULTANT
Background
Founded in 1971, the Pacific Islands Forum is the region’s premier political and economic policy organisation. The Forum Leader’s Vision is for a region of peace, harmony, security, social inclusion and prosperity, so that all Pacific people can lead free, healthy, and productive lives.
The 11th EDF Pacific Regional Integration Support (PRISE) programme aims to support greater circular economic integration among the Pacific ACP countries of the region and between the Pacific Region and the global economy.
The specific objectives of the PRISE Programme are: (1) to increase intra-regional and international trade; and (2) to increase the private sector’s participation in economic integration.
PRISE Output 1.3, titled “Strengthening Pacific Intra-Regional and International Trade Project” (SPIRIT), will be implemented by the PIFS and aligns with the PRISE objectives, the Framework for Pacific Regionalism and the 2050 Strategy for the Blue Pacific Continent.
The general objective of SPIRIT is to boost and increase intra-regional and international trade by strengthening Pacific ACP countries' institutional and human capacity (PACP).
The work of the Pacific Islands Forum Secretariat (PIFS) is guided by the Framework for Pacific Regionalism (FPR).
Purpose
The consultant will analyse and develop in consultation with the PIFS IT Team a database that will establish and populate the PIFS Regional Trade Statistics Database (RTSD) with trade-related data from UNCTAD, UN, ITC, WTO, WCO, CROP Agencies, National Statistic Offices, Trade Ministries, Customs organisations, central banks, private sector and other sources. Provide TA & CB to PACP trade and customs officials.
The database will be user-friendly, which will facilitate the ease of access by non-technical users and facilitate trade data analysis for monitoring and evaluation functions, especially concerning measuring performance parameters of the SPIRIT project.
Scope of Work
The consultant will be engaged with the following:
1. Initial Phase: Consultations, Analysis of types of data available across PIFS member countries and what type of data sets and database will be required.
2. Conducting workshop on strengthening trade data collection needs and analysis through consultations across PIFS member countries, public and private sector stakeholders (CSOs, NGOs) etc.
3. Database creation and development (and Maintenance).
4. Database Security, Testing and debugging.
5. Training and rollover.
6. Launch of the Database
Academic Qualifications
The candidate must possess a Post-Graduate qualifications (Masters will be an added advantage). In addition, the candidate must have at least eight to ten (8 - 10) years of relevant and proven work experience in the development of a user-friendly database without breakdowns at national, regional or international level. The proposal (Bid) should reflect effectiveness of proposed methodology and timeframes of the proposed Database.
