Consultancy – Facilitation of the 2022 Regional CSO Forum, and Design and Delivery of NSA Capacity Building Workshop 2022
Background
In partnership with the European Union under EDF11, the Pacific Islands Forum Secretariat has continued its commitment to building stronger partnerships and relationships with regional and national Non-State-Actors (NSAs). Managed by the PIFS Non-State-Actor Support Unit, the Forum Secretariat currently implements two programmes including; Technical Cooperation and Capacity Building Facility (TECCBUF) FED/2018/396-488 and “Tackling root causes of gender inequality and violence against women and girls in the Pacific” (Pacific RIP – Priority 3.2) CRIS number: FED/2017/39204.
Under both EDF11 initiatives, the NSA Support Unit, coordinates the work of the Forum Secretariat with NSAs in three main areas including; Engagement - to facilitate the constructive engagement of NSAs including women’s groups within regional policy, building partnerships with NSAs - to test and challenge policy advice and thirdly, capacity building - to strengthen the voices of the CSO's/NSA's, including women’s groups, where regional policy dialogue is concerned, for effective CSO participation in policy engagement, implementation and monitoring.
Purpose
The NSA programme team seeks to receive submissions from reputable and suitably experienced consultants to tender for the services related to “Facilitation of the 2022 Regional CSO Forum, and Design and Delivery of NSA Capacity Building Workshop 2022”.

HOW TO APPLY
Submissions should be entitled:

Interested Tenderers are asked to prepare a short document (4 pages) “Technical Offer” outlining:
Experience relating to coordination and/or facilitation of CSO Events
Understanding of regional policy processes
Experience working with a diverse range of CSOs
Concept of how you would approach this task with specific plans around
(1) Agenda setting and Facilitation of the Regional CSO Forum (considering some participants
may have to join the event virtually),
(2) Proposed learning materials / resources for the Capacity Building Workshop
(3) Facilitation of the Capacity Building Workshop (considering some participants
may have to join the event virtually)
Estimated input time required over the implementation period.
Tenders are requested to attach an updated CV of the experts nominated for the services requested.
The “Financial Offer” is to be submitted in Fiji Dollars.
Submissions must be forwarded in PDF format following the instructions at www.tenders.net/forumsec
Note: Tenders must be submitted with clear labelling of the technical offer and the financial offer submitted clearly on the template labelled “Bidders Response Form”. All bidders are required to fill the Bidder’s Declaration Form.
The electronically submitted documents should be converted to the PDF format.

Late or incomplete tenders will not be considered.

Tenderers may submit questions in writing to the mentioned Question and Answer Forum before the stated “deadline for requesting clarifications” Wednesday 13th July 2022. The Secretariat has no obligation to provide clarification after this date.
