Tools on Climate Mobility

Background

The Pacific Resilience Partnership (PRP) Technical Working Group on Human Mobility (TWG-HM) was established in July 2019, bringing together interested governments, academics, development partners and other actors to share information, provide expertise, and strengthen efforts to address climate migration, displacement, and planned relocation. The TWG aims to:
1. Enhance coordination of related initiatives and voluntary actions related to displacement and planned relocation identified in the FRDP and Pacific Resilience Meeting (PRM).
2. Serve as a ‘Regional Expert Platform’ for networking and representation with the capacity to support governments and partners on specific issues.
3. Promote and strengthen efforts at the regional and national levels to address climate change and disaster driven displacement and planned relocation.
The TWG-HM was formed based on the idea that collaboration amongst partners needs to draw on an improved understanding of diverse community needs, experiences, knowledge, capacity, and perspectives. At the same time, the TWG-HM identified the importance of providing evidence-based information to fill knowledge gaps to support policy and program recommendations and enhance coordination and communication among the different actors and experts supporting Pacific Island countries to address this issue.
Purpose
The TWG seeks to develop a series of targeted research briefs that will:
• Review implications of climate change and mobility.
• Reflect on lessons learned and best practices in the management of climate-related mobility
• Identify recommendations/solutions that may support informed decisions, programs, and policies that lessen the adverse impacts of climate-driven and disaster-induced migration, displacement, and relocation.
Scope of Work
The TWG-HM seeks to work with organizations to develop targeted research briefs on any one of the following themes:
a. Unpacking relocation processes and frameworks;
b. Recommendations to integrate human mobility and climate change into long term development planning;
c. Monitoring and evaluation of planned relocation
The research briefs will be accessible on the Pacific Resilience Partnership website and disseminated to all TWG-HM members, as well as other relevant stakeholders.
Primary duties in this role will include:
• Liaison with the PRP Support Unit and the TWG-HM prior to conducting research to discuss the proposed outline
• Under the overall guidance of the TWG-HM, prepare a research brief (including references and annexes) of a maximum of 6000 words:
 Reviewing analyzing existing data and research on the proposed topic including relevant literature, quantitative data, key informant interviews, and possibly vulnerability mapping
 Mapping and analysis of the current migration and environmental (climate change) policy and legal documents, including gap analysis, and development and disaster risk reduction plans where relevant
 Providing recommendations on how to better address human mobility in the context of climate change in relation to the specific topic
• Carry out 15-25 qualitative key informant interviews with stakeholders in the government, academia and civil society to support the data collection of the desk review
• Consult the TWG-HM members, comprised of relevant stakeholders in government, local researchers and research partners, to present the assessment and receive any input, and later present and discuss preliminary findings and fine-tune recommendations
• Regularly update the TWG-HM on the data collection and drafting of the assessment and seek guidance as required

KEY CAPABILITIES

Knowledge and Experience
• 3-5 years of work experience in research on migration, environment or climate change or all three areas
• Track record of publications on migration, environment or climate change or all three areas
• Experience in collecting and analysing demographic data and conducting qualitative interviews
• Experience/knowledge of the Pacific region
• Ability to collate and synthesize qualitative and quantitative data in an easily comprehensible and intelligible manner
Skills
• Effective time management and the ability to complete work within strict deadlines.
• Proficient use of MS Office and/or other office applications.
• Ability to effectively facilitate meetings, trainings, and community activities.
• Ability to produce well written and concise reports.
• Strong intrapersonal skills and ability to communicate clearly.

Late or incomplete tenders will not be considered.
