NATIONAL CONSULTANT TO CONDUCT A MAPPING OF FEDERATED STATES OF MICRONESIA’S PRIVATE SECTOR RESILIENCE BUILDING INITIATIVES AND TO STRENGTHEN PUBLIC PRIVATE SECTOR ENGAGEMENT IN CLIMATE CHANGE FINANCE
BACKGROUND
Federated States of Micronesia (FSM) is vulnerable to the impacts of climate change and is likely to suffer serious adverse environmental, social, and economic losses because of climate change-induced hazards (IMF,2019). Like other small island states, the country is faced with diverse risks from climate change such as increased prevalence of natural hazards such as extreme heat, intensified cyclones, and extreme rainfall. With its small population size, climate change impacts will pose new threats and place stress on livelihoods despite trying to cope with the impacts. Communities will need adaptation investments to adapt to and manage disaster risks facing their well-being, livelihoods, and infrastructure. For this reason, a wholistic approach that involves government, private sector, development partners, civil society and other key stakeholders will be required to support national initiatives in managing these risks.
For FSM, it requires accelerating adaptation investments which require addressing critical capacity constraints and increasing grant financing. Additionally, the country requires improvement on data collection and its management to be able to report effectively on the costs of low and high intensity disasters. One of the key challenges is the limited engagement of the private sector in climate change and resilience initiatives including lack of information and data on businesses that are impacted by climate change.
Due to the challenges identified above, the EU-funded PACRES Project will support the FSM Association of Chamber of Commerce (FSMACC) to conduct a mapping of private sector activities relevant to climate change adaptation and mitigation. The exercise provides an opportunity to collect some baseline information that can assist FSMACC and the Government of FSM with strategic planning and resourcing activities related to resilient development for the private sector. As part of the mapping, a SWOT analysis is carried out on the private sector including a study of options for improved engagement between the public and private sectors in climate change and resilience. Additionally, the mapping will provide an opportunity to analyse how businesses in FSM are trying to sustain operations post-COVID-19 and at the same time mitigating the impacts of climate change.
OVERALL TARGET
Private sector engagement in climate finance access and management including collaboration with key stakeholders is strengthened.
OBJECTIVES OF THE ASSIGNMENT
The consultant will work with the guidance of FSMACC, the Climate Change Division, the GCF’s National Designated Authority (NDA), relevant government agencies and the PIFS PACRES Project team with the objective of consolidating key information and data sources from the private sector to inform more effective policy and decision-making relating to private sector engagement including recommendations to strengthen private sector engagement in all national climate change and disaster related initiatives.
