CONSULTANCY SERVICES TO SUPPORT THE PIFS E-COMMERCE BUSINESS TOOLKITS PLUS PROGRAM – PART 1

The Pacific Islands Forum Secretariat (PIFS) is inviting tenders from interested English-speaking consultancy teams to provide technical assistance to support the implementation of the PIFS E-commerce Business Toolkits Plus program.

The main activities for this technical assistance assignment are to:
1. Support Niue and Tonga to develop toolkits in two and three sectors of competitive advantage, respectively.
2. Develop and deliver a training module to micro and small enterprises in Niue, Tonga, and Vanuatu to facilitate the use of these toolkits.
3. Develop a selection process for identifying micro and small enterprises to participate in the coaching and grant scheme.

This project will be undertaken by a consultancy team comprising one international experts, nine regional experts, and two service providers. The consultancy team will work under PIFS’ direction and supervision.

The consultancy team must have recognized qualifications in Economics, Management, Business, Law, Trade, Translation and Interpretation, Multimedia, Computer Engineering and Web Development; relevant national and international experience on Trade Development, and strong understanding of E-commerce issues, as well as the necessary experience and technical capability to provide high quality web-portal development services, graphic design and printing services.

INFORMATION

Only applicants who meet the following criteria are eligible to take part in tenders issued by the Secretariat:
• Are financially solvent and able to conduct business operations in a professional and successful manner;
• Are not involved in any court proceedings which may affect their ability to conduct business or deliver the services tendered; and
• Do not appear on the World Bank’s listing of ineligible firms.

Deadline for Submissions:

Submissions need to reach the Secretariat by 5pm, Thursday, 21 December 2023 (Fiji time).

Late or incomplete tenders will not be considered.

Questions and Answers:

All queries or request for information must be submitted via the Question and Answer Forum at www.tenders.net/forumsec . Tenderers may submit questions in writing to the mentioned Question and Answer Forum before the stated “deadline for requesting clarifications” 14 December 2023. The Secretariat has no obligation to provide clarification after this date.
