Change Management, People and Culture Specialist
Background
1. The Pacific Island Forum Secretariat (‘Secretariat’) supports Members to work together through more in-depth forms of regionalism in support of sustainable development, economic growth, good governance and security. It does this through policy advice, coordination and ensuring effective implementation of Forum Leaders' decisions.
2. The Members’ needs are constantly changing due to a number of factors driven by geopolitics, climate change, security and trade. In order for Secretariat to remain relevant to deliver on its mandates, the organisation needs to align its internal processes, systems, policies and procedures to its strategic objectives. Through a change management process endorsed by Member in December 2015, the organisation will implement the necessary changes. To ensure the Secretariat deliver high quality services and products that meet the needs of its clients (Members)
3. The Secretariat is currently undergoing a change management process the development of a new Strategic plan (2024-2028) is currently in progress and an organisational review is proposed to be carried out during the first half of this year. The review outcome will also influence the type of workforce capacity and capability required by the Secretariat to deliver on its mandates to the Forum.
Objectives
4. The overall objectives are to develop a people strategy that is client-based approach, assist in the review of organisational values and deliver relevant training aligned to these issues. The work will also include providing guidance to the Secretariat on the areas; succession planning, capability framework, performance management framework and other work as requested by the Secretariat’s HR team and Strategic Planning and Coordination Unit (SPCU)
Scope of Work
The Consultant will carry out the responsibilities and tasks as per specifications set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.
