REQUEST FOR PROPOSALS (RFP)
PACRES PROJECT INTERNAL AUDIT
The Pacific Islands Forum Secretariat (PIFS) invites proposals from reputable accounting firms to conduct an internal audit for the Pacific Adaptation to Climate Change and Resilience (PACRES) Project for the years ending 2022 and 2023 (the ‘Services’). The contractual basis for the audit is the Letter of Agreement between the Secretariat of the Pacific Regional Environment Programme (SPREP) and the Pacific Islands Forum Secretariat (PIFS) and the Pacific Community (SPC) regarding the implementation of Intra- ACP GCCA+ PACRES, article 5 which establishes that:
“PIFS and SPC shall have full programmatic and financial accountability for the use of the funding provided to them under the Agreement and for the Activities assigned to each of them. SPREP, PIFS and SPC will consult closely on all aspects of Activities. PIFS and SPC agree to implement and comply with all Delegation Agreement provisions and requirements imposed on them, paying particular attention to those dealing with Conflict of Interest, Communication and Visibility, Accounts, Archiving Access and Financial Checks”
The ’Services’ is the organisation’s initiative to assess PIFS performance through the PACRES Project in executing the Activities against relevant agreements, standards and policies by verifying that the action is properly implemented and that the costs are charged in compliance with said documents. The outcomes of the audit will assist the organisation to address any material risks before an external audit is conducted by the donor.

Method of Submissions:
All interested parties must register at www.tenders.net and allow 24 hours to receive log-in credentials.
Submissions must be forwarded in PDF format following the instructions at www.tenders.net/forumsec
Note: Tenders must be submitted with clear labelling of the technical offer and the financial offer. The Technical Offer documents must be saved and submitted clearly labelled “A. Technical Offer”. Financial Offer documents must be saved and submitted clearly labelled “B. Financial Offer”.
The electronically submitted documents should be converted to the PDF format.
Deadline for Submissions:
Submissions need to reach the Secretariats by: 4.00pm, Tuesday, 04 June, 2024
Late or incomplete tenders will not be considered.

Tenderers may submit questions in writing to the mentioned Question and Answer Forum before the stated “deadline for requesting clarifications” Monday 01 of June 2024. The Secretariat has no obligation to provide clarification after this date.
Note: The Secretariat will not be responsible for non-receipt/non-delivery of the Bid documents due to any reason whatsoever.
