RECRUITMENT OF A PACIFIC E-COMMERCE PROGRAM MANAGEMENT OFFICER
(CONSULTANT)
The Pacific Islands Forum Secretariat (PIFS) is inviting tenders from interested English-speaking applicants for the position of Pacific E-commerce Program Management Officer (Consultant).
The main activities for this assignment include assisting the PIFS E-commerce Unit to deliver its Multi-Annual Work Plan 2024-27, which involves coordination and implementation activities. The Pacific E-commerce Program Management Officer would support the implementation of PIFS e-commerce projects in the region.
This entails, among other things, (1) supporting the development of National E-commerce Strategies and Assessments, (2) supporting the implementation of the activities agreed upon by the Pacific E-commerce Alliance, (3) supporting the implementation of the secondment program for National M&E Officers, (4) managing the eCove Community, (5) implementing the PIFS E-commerce Rules course for Pacific policymakers, (6) implementing the PIFS E-Biz Plus program, which assist the Pacific private sector in transitioning online, (7) implementing the Pacific E-commerce Statistics Development program, and (8) developing financial and activity reporting on the projects under implementation.
We are looking for a consultant with recognised qualifications in Economics, Development Studies, Business Administration or Management and experience in managing development projects. The ideal candidate must be capable of managing the full project lifecycle from design to reporting with expertise in project management methodologies, procurement processes, and financial management. They should be experienced in liaising with donors, international and national development agencies, the public sector, the private sector and NGOs. Strong leadership, organizational, communication, and problem-solving skills are essential, along with relevant regional or sector-specific experience. Proficiency in English and the ability to adapt to dynamic project environments are also required.
While this is a consultancy position, the Officer is expected to work full-time and perform duties similar to those of a staff member. The Officer will need to be a team player and actively contribute to the PIFS E-commerce Unit, which operates within the Trade Division under the leadership of the Team Leader – Trade and the Programme Advisor (Trade).
