Research Brief on the Financial Costs of Climate Mobility in the Blue Pacific

Background

Ensuring that all Pacific peoples remain resilient to the impacts of climate change and disasters and can lead safe, secure and prosperous lives is one of the key priorities under the 2050 Strategy for the Blue Pacific Continent.

2. At the 52nd Pacific Island Forum Leaders Meeting, Leaders endorsed the Pacific Regional Framework on Climate Mobility (PRFCM), a first of its kind anywhere in the world. In adopting the Framework, the Forum commits to ensuring that Pacific islands and people are resilient and ‘future-ready’ by being able to anticipate, prepare for and respond to the hazardous impacts of climate change, including in relation to mobility.

3. As climate change impacts mount, governments and communities are increasingly reliant on external financial and technical support to relocate homes and livelihoods in a timely fashion. Within the PRFCM, Leaders stress that implementation will be dependent on sustainable financial and technical resources, including appropriate financing instruments and support of development partners to ensure effective implementation.

4. Understanding the financial costs of climate mobility was raised as a priority issue at a regional consultation on the development of the implementation plan for the PRFCM held in September 2024. More specifically, the proposed research responds to outcomes of the Forum Sub-Committee on Regional Security from their meeting in 21-22 November 2024, including the need for analysis of the financial costs of climate mobility to help support the mobilisation of resources.

Purpose

5. Provide a summary of the estimated financial costs of planned relocation and displacement due to climate change, as well as guidance and recommendations to support Forum member governments to identify costs and source appropriate financing for climate mobility.

Scope of Work

The Consultant will carry out the responsibilities and tasks as per specifications set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.

Knowledge and Experience
• At least ten years of experience working in the Pacific Islands region;
• Proven understanding of the impacts of climate change on the Pacific Islands region, including the financial impacts;
• Knowledge of climate change mobility in the Pacific Islands region, including different types of mobility.
• Knowledge and/or experience in humanitarian response to disasters, including the management of displaced communities.
• Desirable: Experience with budgeting project implementation.
• Desirable: Proven experience writing policy briefs
