Research Brief on Habitability and Traditional Knowledge in the Context of Climate Mobility

Background

Ensuring that all Pacific peoples remain resilient to the impacts of climate change and disasters and can lead safe, secure and prosperous lives is one of the key priorities under the 2050 Strategy for the Blue Pacific Continent.

2. At the 52nd Pacific Island Forum Leaders Meeting, Leaders endorsed the Pacific Regional Framework on Climate Mobility (PRFCM), a first of its kind anywhere in the world. In adopting the Framework, the Forum commits to ensuring that Pacific islands and people are resilient and ‘future-ready’ by being able to anticipate, prepare for and respond to the hazardous impacts of climate change, including in relation to mobility.

3. The PRFCM makes commitments across a range of mobility types, including migration, relocation and displacement. However, helping Pacific Island people stay in their homes with safety and dignity is a fundamental priority for Forum Leaders. To enable informed decision making about staying in place or relocation requires placing communities at the centre of habitability knowledge. Within the Pacific region, and as stipulated in the PRFCM, defining habitability and inhabitability and if, when, and how to respond to the changing habitability, requires consideration of both science-based and traditional-knowledge based tools, technologies and indicators.

Purpose

4. Provide guidance and recommendations on best practice methodologies for incorporating science-based and traditional knowledge-based considerations into processes for determining habitability and relocation of communities effected by climate change.

Scope of Work

The Consultant will carry out the responsibilities and tasks as per specifications set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.

Knowledge and Experience
• At least ten years of experience working in the Pacific Islands region;
• Proven understanding of the impacts of climate change on the Pacific Islands region;
• Knowledge of climate change mobility in the Pacific Islands region, including different types of mobility;
• Demonstrated understanding of traditional knowledge in the Pacific Islands region, including in the context of climate change adaptation;
• Desirable: Proven experience writing policy briefs.
