Research Brief on Climate Mobility and Immigration and Border Management in the Blue Pacific
Background
Ensuring that all Pacific peoples remain resilient to the impacts of climate change and disasters and can lead safe, secure and prosperous lives is one of the key priorities under the 2050 Strategy for the Blue Pacific Continent.
2. At the 52nd Pacific Island Forum Leaders Meeting, Leaders endorsed the Pacific Regional Framework on Climate Mobility (PRFCM), a first of its kind anywhere in the world. In adopting the Framework, the Forum commits to ensuring that Pacific islands and people are resilient and ‘future-ready’ by being able to anticipate, prepare for and respond to the hazardous impacts of climate change, including in relation to mobility.
3. In the Pacific, migration is common and plays an important role in socio-economic development. As climate mobility is expected to increase, immigration agencies will be increasingly called upon to provide support to address associated challenges. For instance, during the pandemic, due to gaps in existing immigration and border management policies and practices, countries needed to allow exceptions and simplifications to immigration procedures, such as special admissions and the issuance of identity and emergency travel documents. Similarly, with limited consular representations and remoteness, some Pacific Islanders in destination countries and stranded migrants in the region faced significant challenges accessing consular services, putting them in vulnerable situations without the required proof of identity or permits during the pandemic. These are some of the lessons learned to be considered in relation to addressing the adverse impacts of climate change and disasters.
4. Therefore, it is imperative to incorporate immigration and border management perspectives into plans and strategies to address climate mobility. Such initiatives will contribute to ensuring that cross-border movement not only safeguards regional and national border security but also prevents migration from disrupting family bonds, traditions, and shared values for the Blue Pacific.
Purpose
5. Provide a comprehensive summary of the roles of immigration and border management policies, legislation and practices in responding to climate mobility in the Pacific Islands region.
Scope of Work
6. The Consultant will carry out the responsibilities and tasks as per specifications set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.
Knowledge and Experience
• At least ten years of experience working in the Pacific Islands region;
• Proven understanding of the impacts of climate change on the Pacific Islands region;
• Knowledge of climate change mobility in the Pacific Islands region, including different types of mobility.
• Knowledge and/or experience in immigration and border management policies and practices at the national or regional level;
• Demonstrated research and written communication skills;
• Desirable: Proven experience writing policy briefs.
