Research Briefs on Climate Change Issues

Background

The Pacific Islands Forum Secretariat (PIFS) and the Government of Australia represented by Department of Foreign Affairs and Trade (DFAT) are supporting the Pacific Political Climate Champions (Champions) initiative which builds on this region’s moral authority and supports a strong and unified Pacific leadership critical to drive global climate change action. Outcomes of this initiative include facilitating meaningful engagement of the Champions at the United Nations Framework Convention on Climate Change (UNFCCC) Conference of Parties and increased visibility and awareness of Pacific priorities and regional climate change concerns. Briefings by regional experts including through research papers form part of ensuring the meaningful engagement of the Champions at UNFCCC COP’s and other relevant global platforms.

Purpose

The development of research briefs on specific topical issues related to COP negotiations will:
• Will delve deep into the issue and contextualize to a Pacific context
• Reflect on lessons learned and best practices in relation to the research issue
• Identify recommendations/solutions that may support relevant informed decisions, programming and policies.

Scope of Work

The Consultant will carry out the responsibilities and tasks as per specifications set out under the Terms of Reference (TOR) document which can be downloaded from www.tenders.net/forumsec.

Knowledge and Experience
• 3-5 years of work experience in research on migration, environment or climate change or all three areas
• Track record of publications on the issue being researched, climate change, disaster risk reduction or all three areas
• Experience in collecting and analyzing demographic data and conducting qualitative interviews
• Experience/knowledge of the Pacific region
• Ability to collate and synthesize qualitative and quantitative data in an easily comprehensible and intelligible manner.

Skills
• Effective time management and the ability to complete work within strict deadlines.
• Proficient use of MS Office and/or other office applications.
• Ability to effectively facilitate meetings, trainings, and community activities.
• Ability to produce well written and concise reports.
• Strong intrapersonal skills and ability to communicate clearly.

Submissions need to reach the Secretariat by 4pm (Fiji Time), Friday 9 May 2025

Late or incomplete tenders will not be considered.
