CONSULTANCY SERVICES FOR SUPPORT TO PIFS E-COMMERCE ACCELERATION PROGRAM FOR THE PACIFIC

The Pacific Islands Forum Secretariat (PIFS) is inviting tenders from interested English-speaking consultancy teams to provide technical assistance to support the PIFS E-commerce Acceleration Program for the Pacific, specifically the second part of the PIFS E-Biz Plus program in Kiribati.

The main activities for the consultancy services include:

1. To produce and promote two e-commerce toolkits
2. To develop and implement training content for in-person workshops on how to use the toolkits, and use segments for online training resources
3. To facilitate the selection of five MSMEs, and to provide e-commerce coaching and mentoring
4. To facilitate the disbursement of e-commerce grants to encourage the adoption of e-commerce
5. To monitor and evaluate the results of the coaching program and the grant scheme.

This project will be undertaken by a consultancy team consisting of at least two international experts. The consultancy team will work under the direction and supervision of the PIFS.

The consultancy team must have recognized qualifications in Economics, Management, Business, Law, Trade, Project Management; relevant national and international experience in Trade Development, and a strong understanding of E-commerce issues, as well as the necessary experience and technical capability to provide high quality e-commerce coaching and project management.

INFORMATION

Only applicants who meet the following criteria are eligible to take part in tenders issued by the Secretariat:
• Are financially solvent and able to conduct business operations in a professional and successful manner;
• Are not involved in any court proceedings which may affect their ability to conduct business or deliver the services tendered; and
• Do not appear on the World Bank’s listing of ineligible firms.

HOW TO APPLY

Submissions should be entitled:

Method of Submissions:

Tender applications must include proposed fees, and resumes with the required qualifications and relevant work experience, and should be submitted in PDF format following the instructions at www.tenders.net/forumsec

Deadline for Submissions:

Submissions need to reach the Secretariat by 5pm, Friday, 4 July 2025 (Fiji time).

Late or incomplete tenders will not be considered.
