RECRUITMENT OF A CONSULTANT TO DEVELOP THE PACIFIC REGIONAL PRIVATE SECTOR STRATEGY IMPLEMENTATION PLAN AND MONITORING, EVALUATION, AND LEARNING FRAMEWORK

(CONSULTANCY)

The Pacific Islands Forum Secretariat (PIFS) is inviting tenders from interested applicants for the development of the Pacific Regional Private Sector Development Strategy Implementation Plan (IP) and Monitoring, Evaluation, and Learning (MEL), Framework (Consultant).

The main activities for this assignment include:

1. developing a detailed Consultation Workplan, including methodology, literature review, and stakeholder mapping across all 18 Forum Member Countries;
2. conducting structured consultations with the relevant stakeholders to identify priority actions, feasibility, and resource needs;
3. compiling and synthesising outcomes of consultations into a Consultation Report highlighting priority areas, milestones, and partnership opportunities, with special consideration for Smaller Island States (SIS);
4. drafting of the IP and MEL Framework, ensuring alignment with the 2050 Strategy, the PRED, and other regional frameworks;
5. facilitating a Regional Validation Workshop (in-person or virtual), presenting the Draft IP and MEL Framework, and incorporating stakeholder feedback;
6. Provide technical support and advice to PIFS throughout the consultancy, including quality assurance, redrafting, and peer review as required.

We are seeking a candidate with a Master’s degree in a relevant field, with at least fifteen years of experience in regional private sector development, ideally in the Pacific region; experience in developing Implementation Plans, Strategic Frameworks, and MEL Frameworks; experience working in multicultural contexts, and knowledge of regional frameworks.

INFORMATION

• Are financially solvent and able to conduct business operations in a professional and successful manner;

• Do not appear on the World Bank’s listing of ineligible firms.
